Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 3, 2003, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 28, 2003 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Laile Wilson, Vice-Chairman; Dee Schieber, Member; David Davis, Ponca City News; Craig Countryman, Sheriff; Dennis Bonewell, Emergency Management Director; Phil Ross, Assistant District Attorney; David Haynes; Dusty Birdsong, ACCO; Pat Schieber, Treasurer; Glenda Emerson, Court Clerk; Judy Barnes, Assessor; Carol Stafford, Election Board Secretary; Pam Goodno, County Clerk and Secretary; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Wilson and seconded by Schieber approving minutes from the February 25, 2003 meeting.  Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Wilson approving resolution notifying ODOT of bridge load postings.  Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.  (Resolution #2,3-124)

 

Motion was made by Schieber and seconded by Wilson approving resolution depositing funds into the Highway Cash Fund as follows:

            Ranch Drive Rural Fire District Assn - $790.00 (ck#1097)

            NODA Grant for electrical work, Fire Dept share – District #1

Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.  (Resolution #2,3-125)

 

Motion was made by Wilson and seconded by Schieber approving resolution depositing funds into the Abuse Prevention Cash Fund as follows:

            Court Unappropriated Trust Fund - $68.80 (vo#17922)

            Juror Donation

Motion was made by Schieber and seconded by Wilson approving resolution proclaiming the month of March as Severe Weather Awareness Month in Kay County.  Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.  (Resolution #2,3-127)

 

Motion was made by Wilson and seconded by Schieber approving resolution disposing of the following equipment listed on the Treasurer’s inventory:

            Printer – Traded, Galaxie Business

The Board reviewed the Five Year Construction Plan for Kay County.  After discussion, motion was made by Schieber and seconded by Wilson approving resolution and Five Year Construction Plan for Federal Fiscal Years 2003 through 2007.  Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.  (Resolution #2,3-129)

 

Motion was made by Wilson and seconded by Schieber approving Programming Resolution for Federal Bridge Replacement Project, Bridge #36E0220N3340000.  Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.  (Resolution #2,3-130)

 

Motion was made by Schieber and seconded by Wilson to table any action concerning transfer of appropriations submitted by the Election Board until closer to the election to be held in May, 2003 for the following accounts:

            Election Board Personal Services - $150.00

            Election Board Maintenance - $14,998.68

Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following transfer of appropriations within the Training Fund:

            Equipment to Training - $500.00

Motion was made by Schieber and seconded by Wilson authorizing Chairman to sign Election Board Salary Reimbursement Claim in the amount of $3548.27.  Motion carried:  Leven, aye; Wilson, aye; Schieber, aye.  (Claim file)

The County Officers met with the Board and Dusty Birdsong, ACCO Director, to discuss the Kay County Employee Personnel Policy Handbook as revised.  Revisions were reviewed and action was tabled until the revisions are made in the handbook and accepted by the County Officers.
