Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 6, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 3, 2014, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Brian Hermanson, District Attorney; Harold Hughs, Kay County Detention Center (KCDC); Everette Van Hoesen, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Dennis Bonewell, Kay County Emergency Management; Cheryl Howard, Kay County Election Board Secretary; Jim Thomas, Newkirk Citizen; Dusty Bittle, Yellowhouse Machinery; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).  Absent:  Steve Austin, Member.

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Schieber and seconded by Rowe approving regular meeting minutes of December 30, 2013.  Motion carried:  Rowe, aye; Schieber, aye.

 

Jail Director Report:  Harold Hughs, KCDC, presented an Acting Director’s Report with many stats listed.  He reported 230 as the daily inmate count, 27 arrested and released over the weekend, 78 arrested and released for the week, 41 Department of Corrections, 18 sentenced to county time and eight (8) contract beds.  Hughs also gave a comparison report between 2012 and 2013 showing the increase of inmates.  

 

Motion was made by Schieber and seconded by Rowe approving Application for Financial Assistance/County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said crews are blading snow and concentrating on the worst areas and trying to sand.  He mentioned it is difficult to keep the roads cleared with the wind blowing the snow over as fast as cleared. 

 

Commissioner Schieber said his crews worked on Sunday from 5 a.m. to 8 p.m. trying to keep the roads opened. 

 

Motion was made by Rowe and seconded by Schieber approving Memorandum of Agreement with The State Historic Society for the replacement of Bird Nest Creek Bridge.  District Attorney Hermanson took a copy of the agreement to review because he had concerns and wanted to make sure the agreement complied with the statutes.  Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Rowe and seconded by Schieber approving going out on bid for HMC SP-100 Vibratory Pile Drivers, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving and noting Kay County Election Board Account G2200 Requisitioning Officer-Cheryl Howard & Carol Leaming, Receiving Agent-Lacie Holman and Inventory Clerk-Lacie Holman.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions for Disposing of Equipment:  Res#13, 14-139, Hwy. Dist#1, Goodroads Snow Plow, surplus to be sold at Elk City Auction; Res#13, 14-140, Sheriff Department, Galaxy 911 Light Bar, junked.   Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Kay County December 2013 Monthly Reports:  Treasurer’s Monthly Fee.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit Funds:  Res#13, 14-138, Highway Dist#1-$2,130.00, Project CIRB-136D (188) RB J/P 22953(06) Grade, drain and surface Hubbard Road from Waverly to US-77.  Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe to approve the following Cash Fund Estimate of Needs & Request for Appropriations:   Highway-$82.75, Dist#1-$27.58; Dist#2-$27.58; Dist#3-$27.59; Highway Dist#1-$2,130.00; County Clerk Lien Fee-$1,155.00; Preservation Fee-$4,770.00; County Sales Tax-$6,462.54; Treasurer’s Mortgage Certification-$625.00.  Motion carried: Rowe, aye; Schieber, aye. 

 

Unscheduled Public Appearances:  County Clerk Reese reminded officers Ponca City Leadership would be here on Wednesday, January 9, 2014 for County Government Day.

 

Harold Hughs thanked the BOCC for doing a great job on keeping the roads cleared.

Bid#2014-16, Motor Grader LP, Dist#3 was opened as follows:  Frontier Equipment-No Bid; Kirby-Smith Machinery, Inc.-No Bid; G. W. Van Keppel Co.-$251,000.00; Yellowhouse Machinery Co.-$221,176.00.

 

Motion was made by Rowe and seconded by Schieber approving to accept the low bid from Yellowhouse Machinery Co. in the amount of $221,176.00 with a 2.3% interest rate and a five year buy back.  Motion carried:  Rowe, aye; Schieber, aye.
