Kay County Courthouse

Newkirk, OK

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 30, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 27, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Brian Hermanson, District Attorney; Harold Hughs, Kay County Detention Center (KCDC); Steve Kelley, Kay County Undersheriff; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Marilee Thornton, Kay County Court Clerk; Dennis Bonewell, Kay County Emergency Management; Larry Klumpp and Corbin DeWitt, OSU Extension; Ray Ball, Kaw Nation; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).  Absent:  Steve Austin, Member.

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Schieber and seconded by Rowe approving regular meeting minutes of December 23, 2013.  Motion carried:  Rowe, aye; Schieber, aye.

 

Jail Director Report:  Harold Hughs, KCDC, told BOCC he was appointed acting director given that Jody Burd, KCDC Director resigned.  He stated he was disappointed that Jody resigned but plans on running the jail in the same manner as it has been run the last three years. 

 

Hughs reported 213 as the daily inmate count, 30 arrested and released over the weekend, 61 arrested and released for the week, 41 Department of Corrections, 14 sentenced to county time and four (4) contract beds (Hughs presented a handout of the Directors Report).  

 

Motion was made by Schieber and seconded by Rowe approving authorizing Requisitioning Officer (RO), Receiving Agent (RA) and Inventory Clerk (IC) for the County Sales Tax accounts as follows:  CO800/ST0800/JC0800-RO-Bruce Robinson, Steve Austin, Harold Hughs; RA-Melissa Spruiell, Bob Ennis; IC-Melissa Spruiell, Bob Ennis.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving reimbursement claim for Election Board Secretary Salary December 2013.  Motion carried:  Rowe, aye; Schieber, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said crews are hauling rock, working on a bridge near Tonkawa, moving material and beams and welding in the shop.

 

Commissioner Schieber said his crews are trimming trees, hauling rock to bad areas in roads and doing lots of sanding.  He mentioned a fatality that happened on Hubbard Road.

 

Motion was made by Rowe and seconded by Schieber approving going out on bid to sell a 40’ x 60’ round top barn, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Public Service/Pipeline Crossing Installations:  International Energy Corporation, SE4/SE4 S33 T25N R1E ending NE4/NE4 S4 T25N R1E, Old Hwy 60 at “S” Street, Dist#1; Mustang Gas Products, SW4/SE4 S23 T25N R1W ending NW4/NE4 S26 T25N R1W, Dist#3; Crescent Services, LLC, SW4/SW4 S19 T29N R1W ending NE4/NE4 S36 T29N R2W, 60th, Indian, Home Rds., Dist#3.   Motion carried:  Rowe, aye; Schieber, aye.

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit Funds:  Res#13, 14-135, Highway Dist#1-$500.00,  Public Service/Pipeline Crossing Installations; Res#13, 14-136, Highway Dist#3-$500.00, Public Service/Pipeline Crossing Installations; Res#13, 14-137, Highway Dist#3-$3.500.00, Public Service/Pipeline Crossing Installations.  Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe to approve the following Cash Fund Estimate of Needs & Request for Appropriations:   Highway Dist#1-$500.00; Highway Dist#3-$500.00; Highway Dist#3-$3,500.00; County Sales Tax-$44,181.95.    Motion carried: Rowe, aye; Schieber, aye. 

 

Unscheduled Public Appearances:  Undersheriff Steve Kelley told about law changes as of January 2014 regarding carrying insurance verifications in vehicles.  He said those who do not have proof of insurance could be fined up to $211 and $175 to get their car tag back from the Sheriff’s Department.  Kelley indicated a vehicle can be ceased as well.  He explained the law changes and consequences in further detail.

 

Larry Klumpp, OSU Extension Agent, introduced new hire in OSU office, Corbin DeWitt.

 

County Clerk Reese noted effective January 1, 2014, the Internal Revenue Service in IR-2013-95 has set the rate at 56 cents per mile for county officers and employees to be reimbursed for mileage travel in the course of their official duties (19 O.S. 2001, § 164).  She noted a hard copy was placed in each of the offices mail box and also a copy was emailed to all departments noting this change.

 

Motion was made by Schieber and seconded by Rowe approving Blanket Purchase Orders.  Motion carried: Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe approving Maintenance & Operations claims.  Motion carried:  Rowe, aye; Schieber, aye.

 

FY 2013/2014 PURCHASE ORDERS:

 

Details’ concerning the above listed purchase orders/claims are available in the County Clerk’s Office.  All records are open to the public, and any person may examine same during regular office hours.

 

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. Dennis Bonewell, Emergency Management Director, told the BOCC the windshield on his county vehicle was broken. 

 

There being no other business, motion was made by Schieber and seconded by Rowe to adjourn, 9:29 a.m.  Motion carried:  Rowe, aye; Schieber, aye.
