Kay County Courthouse

Newkirk, OK

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 23, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 20, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Brian Hermanson, District Attorney; Jody Burd and Harold Hughs, Kay County Detention Center (KCDC); Peggy Ennis, Dist#2; Everette Van Hoesen, Kay County Sheriff; Julia Curry, Brenda Dilbeck and Heather Roquemore, Oklahoma Court Services (OCS); Ray Ball, Kaw Nation; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).  Absent:  Steve Austin, Member.

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Schieber and seconded by Rowe approving regular meeting minutes of December 16, 2013.  Motion carried:  Rowe, aye; Schieber, aye.

 

Julia Curry, OCS, introduced Heather Roquemore and handed the BOCC her resume.  Ms. Curry told of a recent trip she made to Washington, D.C. where she gathered information regarding Veterans; she told of how she has been able to help local veterans because of the resources she discovered was available.

 

Ms. Roquemore mentioned projects and told of upcoming events.

 

Jail Director Report:  Jody Burd, KCDC, reported 207 as the daily inmate count, 41 arrested and released over the weekend, 41 Department of Corrections and six (5) contract beds.

 

Motion was made by Schieber and seconded by Rowe approving appointment of Wes Young to the Justice Facility Authority board for another three (3) year term.  Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe approving an Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Rowe, aye; Schieber, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe mentioned a surveyor has been out on Hubbard Road and crews are getting the road ready, hauling rock and working on equipment.

 

Commissioner Schieber said his crews sanded this past weekend and they are preparing roads for future weather conditions. 

 

Motion was made by Schieber and seconded by Rowe approving Interstate 40 Crosstown Steel Beam Transfer Form, NBI#02662, State Job Piece#29864, Physical location-2N 6.1W 2.2N or Braman, Structure No. 36N3120E0030008, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye. 

 

Motion was made by Rowe and seconded by Schieber approving going out on bid for a motor grader (five year lease purchase), Dist#3.  Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe noting and approving on Kay County November 2013 Monthly Reports:  Sheriff; County Health Department.   Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit Funds:   Res#13, 14-130, Highway Dist#3-$1,500.00, Public Service/Pipeline Crossing line Installation; Res#13, 14-131, Highway Dist#3-$1,000.00, Public Service/Pipeline Crossing line Installation; Res#13, 14-132, Public Building Authority-Pioneer Technology Center-$5,500.00, annual fee; Res#13, 14-133, Highway Dist#3-$1,659.30, BIA 44th Street Reconstruction Project; Res#13, 14-134, Highway Dist#1-$1,586.32, BIA Church/”S” Street Reconstruction Road Project.  Motion carried:  Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe to approve the following Cash Fund Estimate of Needs & Request for Appropriations:   Highway-$328,234.16, D#1-$109,411.39; D#2-$109,411.38; D#3-$109,411.39; Highway Dist#1-$1,586.32; Highway Dist#3-$1,659.30; Highway Dist#3-$1,500.00; Highway Dist#3-$1,000.00; Public Buildings Authority-PTC-$5,500.00.  Motion carried: Rowe, aye; Schieber, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Transfer of Appropriations:  Highway Dist#1 BIA Hartford/Camp McFadden-$16.04/BIA Hubbard Rd. Bridge Project-$21.66 ($37.70) to Maintenance & Operation (M&O); Highway Dist#3 M&O-$95.00 to Dist#1 M&O; Highway Dist#3 BIA 13th St. Recon. Rd. Proj-$159.83/BIA Tonkawa Hwy. 60 Project-$328.63 ($488.46) to M&O; County Sales Tax JC-M&O-$7,500.00 to ST-Part Time.  Motion carried: Rowe, aye; Schieber, aye. 

 

There were no Unscheduled Public Appearances made.

 

Motion was made by Schieber and seconded by Rowe approving Blanket Purchase Orders.  Motion carried: Rowe, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Rowe approving Maintenance & Operations claims.  Motion carried:  Rowe, aye; Schieber, aye.

 

FY 2013/2014 PURCHASE ORDERS:

 

Details’ concerning the above listed purchase orders/claims are available in the County Clerk’s Office.  All records are open to the public, and any person may examine same during regular office hours.

 

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. None. 

 

There being no other business, motion was made by Schieber and seconded by Rowe to adjourn, 9:32 a.m.  Motion carried:  Rowe, aye; Schieber, aye.
