Kay County Courthouse

Newkirk, OK

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 16, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 13, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Marilee Thornton, Kay County Clerk; Harold Hughs, Kay County Detention Center (KCDC); Dennis Bonewell, Emergency Management Director; Cheryl Howard, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of December 9, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the conversion of the Bear Creek Volunteer (Title 18) Fire Department to a County O.S. Title 19 § 351.D Fire District.  (Note:  No appearances were made protesting the organization of the Bear Creek Volunteer Fire Department or the proposed boundaries.  A public hearing notice was published on Friday, December 6, 3013).   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Harold Hughs, KCDC, reported 214 as the daily inmate count, 43 arrested and released over the weekend, 36 Department of Corrections and six (6) contract beds.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said beams are in for his BIA projects, crews are blading and work continues on Braman Road.

 

Commissioner Schieber said his crews are hauling rock and sand, blading and trimming trees. 

 

Commissioner Austin stated his crews have the graders out and running, dipping and hauling sand, trimming trees and extending a box on State Line Road. 

 

Motion was made by Austin and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installations:  Crescent Services, LLC, NE4/NE4 S11 T25N R2W ending SE4/SE4 S35 T25N R2W, 76th, Fountain, Riverview, White Eagle, Cowboy Hill, County Line, D#3; Tallgrass Pony Express Pipeline, LLC, SE4/NE4 S5 T25N R2E ending SW4/NW4 S4 T25N R2E, Waverly St., D#1.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin noting and approving on Kay County November 2013 Monthly Reports:  Health Department; Court Clerk (Newkirk, Ponca City & Blackwell offices).   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:   Res#13, 14-126-Hwy. D#3-$2,000.00, Public Service/Pipeline Crossing Line Installation; Res#13, 14-127-Hwy. D#1-$500.00, Public Service/Pipeline Crossing Line Installation; Res#13, 14-128-Hwy. D#3-$1,215,407.00, Settlement; Res#13, 14-129-Hwy. D#1-$640.00, Reimbursement used pipe.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin to approve the following Cash Fund Estimate of Needs & Request for Appropriations:   Highway Dist#1-$19.81; Highway Dist#1-$500.00; Highway Dist#3-$2,000.00; Highway Dist#3-$1,215,407.00; Highway Dist#1-$640.00; CBRI 105C-$28,718.17; CBRI 105C-$15.59; Use Tax-$33,549.78; County Sales Tax-$339,932.68; Public Building Authority-Health-$101.15; Visual Inspection Reimbursement-$1,015.06; Treasurer Mortgage Certification-$510.00 (correction); County Improvement-$0.17; Public Buildings Authority-Pioneer Technology Center-$0.62; Public Buildings Authority-Tonkawa Public School-$0.69.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Transfer of Appropriations:  Visual Inspection (VI) Maintenance & Operation-$1,000.00 to VI Personal Services.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye.  

 

Unscheduled Public Appearances:  DA Hermanson said the “courthouse dog” he mentioned in a previous meeting should be arriving around February 14, 2014.  He said the person this dog will be assigned to will seek training beginning February 3, 2014 in California.

 

Motion was made by Austin and seconded by Schieber approving Payroll with warrants to be released on December 23, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving Blanket Purchase Orders.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving Maintenance & Operations claims.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

FY 2013/2014 PURCHASE ORDERS:

 

Details’ concerning the above listed purchase orders/claims are available in the County Clerk’s Office.  All records are open to the public, and any person may examine same during regular office hours.

 

Bids were opened on Bid#2013-43, Election Ballots:

 

Motion was made by Austin and seconded by Schieber approving and accepting bid, upon recommendation of Election Board Secretary, from Mid-West Printing who offered the lowest bids.  Other bids received:  Royal Printing and Tulsa County with a no bid.

Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. None.
