Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 2, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 27, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Christy Kennedy, Kay County Treasurer; Jody Burd and Harold Hughs, Kay County Detention Center (KCDC); Dennis Bonewell, Emergency Management Director; Dave Schaller, RCB Bank; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal;  Tammy Reese, Secretary/Kay County Clerk (see sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of November 25, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Jail Director Report:  Jody Burd, KCDCD, reported 227 as the daily inmate count, 54 arrested and released over the weekend, 34 Department of Corrections and 13 county inmates.  Burd said the daily average attendance has seen an increase of 52 compared to last year at this time.

 

Motion was made by Schieber and seconded by Austin approving the hearing date of December 16, 2013 for the Bear Creek Rural Fire Department public hearing.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving reimbursement for Election Board Secretary Salary for the Month of November 2013.  Motion carried:   Rowe, aye; Schieber, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said crews are finishing putting in horns on the Nardin Street going to Farmers Grain, blading and hauling material and work continues on two (2) bridges.

 

Commissioner Schieber said his crews are hauling rock and blading.  He mentioned he will be attending a CED Dist#8 meeting in Alva on Wednesday.

 

Commissioner Austin stated his crews are dipping and screening sand, blading and hauling sand.

 

Motion was made by Rowe and seconded by Schieber approving Lease Purchase Agreement for Equipment and all financial documents relating to the purchase of a John Deere 250G Excavator (Bid#2013-37 opened 9-3-13), Dist#3..  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installations:  Brickman Fast Line, NE4/NE4 S23 T26N R1E ending SE4/SW4 S18 T26N R1E, Hartford Ave., Dist#1; Western Farmers Electric Cooperative, SW4/SW4 S18 T25N R2E ending NW4/NW4 S19 T25N R2E, (Crossing) Riverview Rd. Motion was made by Austin and seconded by Schieber approving the following Resolutions for Disposing of Equipment: Res#13, 14-121, Court Clerk, several book cases, junked.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Deposit Funds:   Res#13, 14-122, Highway Dist#1-$1,500.00, Public Service/Pipeline Crossing Line Installation (parallel water line, 6 miles @ $250 per mile), Dist#1.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:   Highway Dist#1-$1,500.00; Sheriff’s Service Fee-$20,574.24; County Sales Tax-$19,716.53; County Sales Tax-$74.43.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

There were no unscheduled public appearances made.
