Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 23, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 20, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Marilee Thornton, Kay County Court Clerk; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Carol Purdy, Kay County Assessor; Harold Hughs, Kay County Detention Center (KCDC); Dennis Bonewell, Emergency Management Director; Scott Cloud, Newkirk Herald Journal; Jan Heffner, Kaw City; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of September 16, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving to enter into a special meeting of the Kay County Public Buildings Authority.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving to reconvene regular meeting of the BOCC.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Jail Director Report:  Harold Hughs, KCDC, reported 207 as the daily inmate count, 55 arrested and released over the weekend, 33 Department of Corrections.  Hughs presented report to the BOCC with several items of jail statistics. 

 

Motion was made by Austin and seconded by Schieber approving reimbursement for County Election Board Secretary Salary for the month of September 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving Resolution (13, 14-76) for Bear Creek Fire Department REAP Grant.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said he had five trucks out getting material on roads, driving piling on bridge and blading; he said when piling job is completed dirt work will begin. 

 

Commissioner Schieber noted Oakland Road is opened; he said CED will begin coring on Wednesday, crews continue to blade and mow and hauling dirt for fire stations.

 

Commissioner Austin mentioned his crews are blading, hauling sand and mowing intersections.

 

Motion was made by Austin and seconded by Schieber approving to go out for bid on selling a Caterpillar Excavator 325DL, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Schieber on Lease Purchase Agreement for Equipment and financial documents from Warren Cat (Yellowhouse Machinery Co. was not submitted at this time), Dist#3.  .  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

Motion was made by Schieber and seconded by Austin approving Programming Resolution (County Res#13, 14-72) to resurface Hubbard Rd., estimate cost of project-$2,560,000.00, Dist#3 (construction to start 2017).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Public Service/Pipeline Crossing Line Installation (Mustang Gas Products LLC) SE4/SW4 S35 T25N R2W ending NE4/NW4 S2 T24N R2W, County Line Rd., D#3.    Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin noting the following Kay County August 2013 Monthly Reports:  County Health.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds: Res#13, 14-71, Public Buildings Authority-Tonkawa Public Schools-$1,736.00; Res#13, 14-73, Highway Dist#3-$500.00, Public Service/Pipeline Crossing Line Installation; Res#13, 14-74, Highway Dist#3-$95,277.16, Pony Truss reimbursement for bridges; Res#13, 14-75, Highway Dist#3-$66,455.00, Pony Truss reimbursement for bridges.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway-$359,180.04, D#1-$119,726.68; D#2-$119,726.68; D#3-$119,726.68; Highway Dist#3-$500.00; Highway Dist#3-$161,732.16; Public Building Authority-Tonkawa Public Schools-$1,736.00; Public Building Authority-Health-$120.71.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approved the following Transfer of Appropriations:  Highway Dist#1 Maintenance & Operations-$900.00 to Travel.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Unscheduled Public Appearances:  It was mentioned Sharon Rowen, Ponca City News mother passed away and Ray Ball, Kaw Nation father passed away.
