Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 09, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 6, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Carol Purdy, Kay County Assessor; Jody Burd, Kay County Detention Center (KCDC) Director; Larry Klumpp, OSU Extension Agent; Dennis Bonewell, Emergency Management Director; Dusty Birdsong, Yellowhouse Machinery; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber regular meeting minutes of August 26, 2013.  Motion carried:  Rowe, abstained; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Rowe approving regular meeting minutes of September 3, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, abstained.

 

Motion was made by Schieber and seconded by Austin approving Application for County Burial and Affidavit of Financial Inability to Pay pending Transfer of Funds from the General Government Maintenance account to Charity.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported 196 as the daily inmate count, 60 arrested and released over the weekend, 37 Department of Corrections.  Burd noted CPR training will continue Tuesday and Wednesday of this week. 

 

Motion was made by Austin and seconded by Schieber approving reimbursement for Kay County Election Board Secretary Salary for August 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said crews will be working on Bridge 108, 108th Str. and Hubbard Road.  He noted Birdnest Creek Bridge 161 by Tonkawa is no longer considered an historical bridge so therefore plans to take out the bridge will proceed and hope to have road opened by end of week. 

 

Commissioner Schieber said his crews are blading and mowing.  He noted 99% of the Oakland Rd. has been poured and road should be opened by the end of the week.  Schieber mentioned crews are ready to do asphalt work on Brake and Hartford.

 

Commissioner Austin said his crews continue to blade, haul rock and are mowing intersections.

 

All commissioners said their offices are back to working Monday through Friday eight hour days. 

 

Motion was made by Rowe and seconded by Schieber Tabling Bid#2013-37-Hydraulic Excavator-LP, D#3 (bid opened in BOCC meeting 9-3-13).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installation: Installation from Jim Curl, NE4/SE4 S34 T29 R2W ending NW4/SW4 S35 T29 R2W, crossing 92nd Str., D#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Kay County August 2013 Monthly Reports:  County Clerk; Treasurer; Election Board; Assessor.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Deposit Funds: Res#13, 14-65-Highway Dist#1-$7,201.41, reimbursement for Longwood North Road Project ($6,201.41) & reimbursement for sand ($1,000.00).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#1-$7,201.41; Highway-$60.23, D#1-$20.08; D#2-$20.07; D#3-$20.08; Treasurer’s Mortgage Certification-$660.00; Preservation Fee-$5,715.00; County Clerk Lien Fee-$1,941.53; Public Buildings Authority-$1,408.84.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approved the following Transfer of Appropriations:  Preservation Capital Outlay-$60,000.00 to Maintenance & Operations (M&O); Highway Dist#1 Longwood South Project-$6,366.11 to Capital Outlay; Sheriff’s Service Fee Travel (SO400-12)-$2,000.00 to Sheriff’s Travel (SO400-09); Highway Dist#3 Capital Outlay-$50,000.00 to M&O.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye.

(This part of the meeting was a joint meeting with the Kay County Excise Board to discuss 2013-2014 budget matters).  

 

Each officer/department head presented their budget to the BOCC and the Excise Board.  Many questions and concerns were discussed throughout the budget session.

 

The Estimate of Needs/Budget for Fiscal Year 2013-2014 was carefully reviewed by both boards. 

 

Items new to this fiscal year’s budget were:  District Attorney Task Force and Courthouse Security Deputy Salary.  Adjustments were made on the following:  County Election Board Maintenance/Operation, Charity and Emergency Management. Discussion followed.

 

The total budget available using 90% of the estimated Ad Valorem collections-$6,135,307.15.

 

Motion was made by Schieber and seconded by Austin approving the 2013-2014 Budget with mentioned additions and adjustments.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.
