Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 26, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 23, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Member Steve Austin called the meeting to order.  Those present were as follows: Dee Schieber, Member; Brian Hermanson, District Attorney; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Emergency Management Director; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).  Absent:  Chairman Tyson Rowe


Member Steve Austin led the Flag Salute.


Motion was made by Schieber and seconded by Austin approving the regular meeting minutes of August 19, 2013.  Motion carried:  Schieber, aye; Austin, aye.


Jail Director Report:  Jody Burd, KCDCD, was not present but reported 214 as the daily inmate count.


Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Schieber said his crews are blading, mowing, stock piling and pouring concrete on Oakland.  He noted aggregate and asphalt work is being done at McFadden Camp and finishing up the roller compacted concrete job on “S” Street.


Commissioner Austin reported crews are blading, mowing, hauling rock, repairing sink holes.  He remarked the two bridges on Peckham Road are being provided by Kaw Nation instead of the Bureau of Indian Affairs (BIA) and he commented he greatly appreciated Kaw Nation.


Motion was made by Schieber and seconded by Austin approving and noting Kay County July 2013 Monthly Reports:  Court Clerk.     Motion carried:  Schieber, aye; Austin, aye. 


Motion was made by Schieber and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#13, 14-59, Court Clerk office, hard drive, transferred back to AOC; Res#13, 14-60, Treasurer, Lans Station, transferred to Kay County Detention Center.    Motion carried:  Schieber, aye; Austin, aye. 


No action taken on Resolutions to Deposit Funds.


Motion was made by Schieber and seconded by Austin to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway-$129.22, D#1-$2.39; D#3-$126.83; Highway Dist#1-$15,509.27 (lapsed balances FY2012/2013); CBRI 105C-$27.68; Sheriff’s Service Fee-$17,891.92; County Sales Tax-$810.00; County Sales Tax-$42,438.87; County Improvement-$0.18; County Improvement-$.04; Public Buildings Authority-Pioneer Technology Center-$0.75; Public Buildings Authority-Tonkawa Public Schools-$0.59.  Motion carried: Schieber, aye; Austin, aye. 


Motion was made by Schieber and seconded by Austin noting the following Transfer of Appropriations:  Voiding Hwy. D#1 Church/”S” Street-$6,829.66 to ETR Bridge Acct. (approved in BOCC meeting on 8-19-13).  Motion carried: Schieber, aye; Austin, aye. 


There were no Unscheduled Public Appearances made.
