Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 19, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 16, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Jody Burd, Kay County Detention Center Director (KCDCD);  Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension Agent; Dennis Bonewell, Emergency Management Director; Tamra Cunningham, Brenda Dilbeck and Julia Curry, Oklahoma Court Services, Inc.; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving the regular meeting minutes of August 12, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Report given by Tamra Cunningham, Oklahoma Court Services, presenting the number of community service hour’s defendants are working and illustration of projects:  Ms. Cunningham said The American Red Cross in Blackwell was very pleased with the help received to clean and organize their supply building.  Upcoming events mentioned were:  In August plans are to go to Tonkawa and paint addresses on curbs for rescue personnel to locate homes in emergency situations.  In September will help clean and set up for the Kay County Free Fair in Blackwell and Charlie Adam’s Day in Newkirk.

 

Motion was made by Austin and seconded by Schieber approving appointment of Jim Greenhagen to serve out Carl Giddens unexpired term (expires December 31, 2014) on the Justice Facilities Authority.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported 204 as the daily inmate count, 58 arrested and released over the weekend, 29 Department of Corrections (DOC).

 

Motion was made by Schieber and seconded by Austin approving an Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe mentioned an accident that happened on one of his districts bridge, blading and concentrating on northwest of district in the Braman area.

 

Commissioner Schieber said his crews are blading, mowing, stock piling and pouring concrete on Oakland.

 

Commissioner Austin reported crews are blading, mowing, hauling rock, repairing wash-outs and trying to get over all the roads for school buses.

 

Motion was made by Rowe and seconded by Austin approving going out for bid on a 324 Cat Trackhoe or equivalent to.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installations:  K-Powernet, LLC, NE4/NE4 S15 T27N R2E ending SW4/SE4 S10 T27N R1W, W. Adobe Rd., D#2 & 3; Best Well Service, NW4/NE4 S22 T25N R2E ending NE4/NE4 S23 S25N R2E, East Riverview Place-E. White Eagle Rd., D#1.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving and noting Kay County July 2013 Monthly Reports:  Assessor; Sheriff.     Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#13, 14-58, Treasurer, Battery back-up, junked.    Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#13, 14-55, Hwy. Dist#3-2,000.00/D#1-$1,000.00, Range Resources Public Service/Pipeline Crossing Line Installation (6); Res#13, 14-56, Hwy. Dist#2-$1,147.00, sale of scrap metals; Res#13, 14-57, Hwy. Dist#1-$2,000.00, Best Well Services-Public Service/Pipeline Crossing Line Installation.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Officer’s Request for Supplemental Appropriations-money being added to General Government Maintenance & Operations (M&O) (G2000-20) from FEMA Hazard Mitigation Plan.  Dennis Bonewell, Emergency Management Director, noted this is a reimbursement to write the plan.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway-$355,036.39, D#1-$118,345.47; D#2-$118,345.46; D#3-$118,345.46; Highway Dist#1-$2,000.00; Highway-$3,000.00 – D#1-$1,000.00; D#2-$2,000.00; Highway Dist#2-$1,147.00; CBRI 105C-$34,682.14; Visual Inspection Reimbursement-$755.13; Drug Court-$11,132.48; Use Tax Collections-$29,832.43; County Sales Tax-$348,466.38.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Transfer of Appropriations:  Hwy. D#1 Church/”S” Street-$6,829.66 to ETR Bridge Acct.; Hwy. D#3 44th St. Reconstruction Project-$4,815.27 to D#1 ETR; County Sales Tax Personal SVC-$1,500.00 to Overtime; OSU Extension Office Personal Services-$3,000.00 to Capital Outlay; Sheriff’s Service Fee M&O-$7,000.00 to Travel.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Unscheduled Public Appearances made:  Kay County Assessor Carol Purdy announced she hired an Oil and Gas Company and this company will be out and about the county and can be identified as TASC.
