Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 5, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 2, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Jody Burd, Kay County Detention Center Director (KCDCD); Harold Hughs, KCDC;  Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Emergency Management Director; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving the regular meeting minutes of July 29, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported 204 as the daily inmate count, 33 arrested and released over the weekend, 37 Department of Corrections (DOC).

 

Motion was made by Schieber and seconded by Austin approving and authorizing Chairman to sign reimbursement for Kay County Election Board Salary for the month of July 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber noting Assessor’s Report to Excise Board.  Kay County Assessor Carol Purdy reported an increase in valuations.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Commissioner Rowe suggested paying for the Workers Compensation Insurance solely out of the General Government fund saying the money commissioners receive to work on roads gets less and less.

 

Commissioner Austin expressed concerns noting that once you do this it is really hard to go back (officers currently reimburse the general government account from their cash accounts).  Austin said this should be reviewed and considered on a yearly basis according to county valuations, financial situation, etc.

 

Opinions by other officers were expressed.

 

Motion was made by Schieber and seconded by Austin approving the Workers Compensation Insurance be paid solely out of General Government account with no reimbursements to be made from officers’ cash accounts.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber to accept high bid of $1,000.00 (corrected from Agenda that read $100) on resale property located at PC-Donahoe Addition Block 18 Lots 9-10.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe reported Bridge on Hartford as being completed and opening tomorrow.  He indicated pilings are being driven on Stink Creek and shelling roads south of Tonkawa.

 

Commissioner Schieber noted “S” Street is being laid with difficulties and crews are hauling rock.

 

Commissioner Austin said his crews are working on low water crossings on Longwood and doing asphalt patching. 

 

Motion was made by Schieber and seconded by Austin approving Kay County July 2013 Monthly Reports:  Kay County Treasurer.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Agreements:  Kay County Health Department and Ponca City Public Schools; Kay County Health Department and Blackwell Public Schools to provide Behavioral Health Services to students and/or families.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#13, 14-44, Court Clerk’s Office, CPU-PH 7100, transferred back to AOC; Res#13, 14-47, Assessor’s Office, battery back-up, junked.    Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#13, 14-45, Highway Dist#3-$1,000.00, Road crossing permit (Curl 1-25H); Res#13, 14-46, Highway Dist#3-$1,890.00, sale of scrap iron.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#2-$2,600.00; Highway Dist#3-$1,000.00; Highway Dist#3-$1,890.00; Highway-$67.13 (D#1-$22.37; D#2-$22.38; D#3-$22.38); Sheriff’s Service Fee-$14,779.18; Public Buildings Authority-Health-$129.61; County Clerk Lien Fee-$5,397.00; Preservation Fund-$5,675.00.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin to approve the following Transfer of Appropriations:  County Clerk Lien Fee Personnel Service-$1,000.00 to Travel

Unscheduled Public Appearances:  Kay County Treasurer Christy Kennedy reminded officers of the upcoming Charlie Adams event.  She also asked if things were moving forward with courthouse safety matters.  Sheriff Van Hoesen said he would speak with Undersheriff Kelley.

 

Kay County Assessor Carol Purdy asked about the CPR classes.

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. Commissioner Rowe announced he will be running for President of the Association of County Commissioners of Oklahoma (ACCO) in November 2013.
