Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 29, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 26, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Jody Burd, Kay County Detention Center Director (KCDCD); Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Emergency Management Director; Donnie Head, CED#8; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet).

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving the regular meeting minutes of July 22, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving Oklahoma Juvenile Affairs claims for May 2013-$1,538.57 and June 2013-$2,228.72.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported 208 as the daily inmate count, 42 arrested due to warrant sweep, 11 arrested and released over the weekend, 40 Department of Corrections (DOC). 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe noted Bridge 114 south of Blackwell had been poured and should open in about one week.  He said crew is tearing out Bridge 108 between 29th & 44th Street south of Hubbard and crews are repairing road in the Tonkawa area.

 

Commissioner Schieber reported a rock truck accident had occurred and his crews are loading the rocks so the fence that was torn out can be repaired.  He mentioned crews are also trimming trees.

 

Commissioner Austin said his crews are trimming trees east of town and waiting for the weather to dry so two low water crossings that washed out can be repaired. 

 

Motion was made by Rowe and seconded by Austin approving CED#8 Pony Truss Replacement Fund Materials Request Form, Bridge#108, D#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving Application and ETR Contract for $60,000.00 on Bridge 71, D#2.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving Cross Town Beam Transfer Form, Bridge#71, D#2.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Resolution No. 13, 14-48, Application on a Five Year Plan, for D#1, 2, & 3 (corrected from Agenda that read D#2).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

 

Motion was made by Austin and seconded by Schieber approving the following Title Pages:  BIA Project#B0710104-Bitter Creek; BIA Project#B0710101-Bois D’Arc Creek.

Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber Requisitioning Officer, Receiving Agent and Inventory Clerks authorization on the following accounts:  Drug Court-RO-Judge D. W. Boyd/Judge Phillip Ross; RA-Sheralyn Eubanks/Brenda Dilbeck/Melissa Quails; IC-Brenda Dilbeck/Melissa Quails.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving Kay County June 2013 Monthly Reports:  County Health.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

No action was taken on Res#13, 14-42, Assessor’s Office, power shredder, junked.

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#13, 14-43, Court Clerk’s Office, two (2) armless chairs, junked.    Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#13, 14-41, Highway Dist#2-$2,600.00, reimbursement for an employee’s compensation.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  County Sales Tax-$4,147.73

Drug Court-$5,730.00.  Motion carried: Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin to approve the following Transfer of Appropriations:  Highway Dist#1-Oakland Bridge #145-$21,175.00/Hubbard Bridge #105-$71,636.29 to ETR Bridge Account; Highway Dist#3-44th Street Reconstruction Project-$250,450.08 to  D#1-ETR Bridge Account; Highway Dist#3-M&O-$17,369.62 to Highway Dist#1 Capital Outlay-$11,397.10/Highway Dist#1 M&O-$5,972.52; County Sales Tax Maintenance & Operations (M&O)-$21,327.00 to Capital Outlay.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Unscheduled Public Appearances:  County Clerk Tammy Reese informed those in attendance regarding an important message that would be on every employees check stub concerning “Availability of Summary Health Information.”  She noted it would be the officer or administrators responsibility to advise their employees of the note that would be on their check stub so it does not get overlooked.  Reese said failure to inform employees could result in a federal fine of up to $1,000.
