Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 15, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 12, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Brian Hermanson, District Attorney; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Jody Burd, Kay County Detention Center Director (KCDCD); Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Emergency Management Director; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign-in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of July 8, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Tamra Cunningham, Oklahoma Court Services presented the total monthly hours that were completed in June and discussed the community garden and the Living Hope Pregnancy Center and the American Red Cross projects and upcoming events.

 

Jail Director Report:  Jody Burd, KCDCD, reported 204 as the daily inmate count, 38 arrested and released over the weekend, 38 in Department of Corrections (DOC) and 10 county inmates sentenced to county time.  He noted he would have CSSP to help with the 101 Ranch Radio clean-up as in the past.  Burd said he had staff who could teach CPR classes to courthouse employees; he said it would be approximately a two (2) hour class and the only cost involved would be for the participation card.

 

Truck traffic on county roads:  Cheryl Smith stated after the last conversation regarding this matter she contacted Shannon Sheffert with the Oklahoma Department of Transportation.  Mr. Sheffert told Ms. Smith this was a legislative issue and the trucking lobbyist contest; he said this issue needs to be addressed with our legislators.  Mr. Sheffert did tell her 35 miles per hour speed limit signs could be put up to help with this problem.  Ms. Smith asked Commissioner Schieber to please put up speed limit signs on roads being discussed.  Commissioner Schieber told there are no asphalt millings available for use.  Danny Hasselbring said he contacted APAC in Tulsa and was told there were asphalt millings available locally for $12-$14 a ton.

 

Shelley Hasselbring asked Commissioner Schieber to please put up speed limit signs and commented if truckers do not follow speed limit it would become a matter for the Sheriff.

 

Motion was made by Schieber and seconded by Austin approving Contract between Kay County Health Department and the following:  Becky Wolfe-to provide Directly Observed Therapy and related services to tuberculosis patients; Anco Services, Inc.-to provide janitorial services to Health Department at Blackwell and Ponca City.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Agreement between BOCC and the following for remote terminal capabilities with the Assessor’s office:  G & C Concrete Co.; Gill Group.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Rowe reported crew will pour Bridge 114 and haul rock and blade roads when roads dry.

 

Commissioner Rowe asked about shell off school land.  Commissioner Austin told him he would need to contact Floyd Evans, School Land Commissioner for this area.

 

Commissioners Schieber and Austin reiterated the work that would begin when the roads are ready. 

 

Motion was made by Schieber and seconded by Austin approving on Requisitioning Officer, Receiving Agent and Inventory Clerks authorization on the following accounts:  District Attorney-RO-Brian Hermanson/David Wilkie, RA-Julie Vap/Carla Duroy/Danielle Tavanello, IO-Jackie Engelking/Reta Swords; Kay County Health-RO-Annette O’Connor/Lisa Cundiff, RA-Pamela Payne, IO-Pamela Payne; PBA Health-RO-Annette O’Conner/Lisa Cundiff/Alan Loch, RA-Pamela Payne, IO-Pamela Payne.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following annual membership dues:  County Officers & Deputies Association (CODA); Association of County Commissioners of Oklahoma (ACCO).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Dispose of Equipment.  Res#13, 14-32, Court Clerk, CPU HP 7100, sent back to AOC; Res#13, 14-33, Highway Dist#3, Excavator W/48” Bucket, sold.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin noting the following Kay County June 2013 Monthly Reports:  County Clerk; Assessor; Election Board; Public Health; Treasurer.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Res#13, 14-31, noting the Treasurer be directed to deposit all Cigarette Tax wired funds into the County General Fund.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#13, 14-29, Highway Dist#3-$1,000.00, Public Services/Pipeline Crossing; Res#13, 14-30, Highway Dist#1-$147.00, scrap metals galvanized piped.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#1-$147.00; Highway Dist#3-$1,000.00; CBRI 105C-$27,529.38; Treasurer’s Mortgage Certification-$615.00; Use Tax-$41,358.07; Public Buildings Authority-$1,408.84.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Transfer of Appropriations: Highway Dist#3 Personal Services-$8,000.00 to Maintenance & Operations (M&O).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.
