Kay County Courthouse

Newkirk, OK

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, scheduled a special session for 1:30 o’clock p.m. on Thursday, March 21, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 18, at 3:15 p.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Gary Mouser, Oklahoma Emergency Management (EMA); Arsany Thomas, FEMA; Dennis Bonewell, Kay County Emergency Management Director; Steve Archer, Blackwell EMA; Lori White and Melissa Palma, Tonkawa Tribe EMA; Chip Outhier, Tonkawa City Manager;  Tammy Reese, Kay County Clerk/Secretary.  

 

Dennis Bonewell explained this meeting is to address preliminary damage assessment (PDA); he said county has met threshold but need more money to meet state threshold.

 

Gary Mouser, EMA, stated he was here to discuss the PDA and gather information.

 

Arsany Thomas, FEMA, noted they are only looking for damages that were done on February 24, 25 and 26, 2013.

 

Commissioner Dee Schieber reported he had five (5) miles of roads that were torn up due to the snow because the roads never froze so they could be bladed.  He said the road he is referencing is Brake Road.

 

Commissioner Austin said he did not have any damages to report; he added he did not have to close any roads and considered it normal muddy road conditions.

 

Commissioner Rowe reported his crew had 36 hours of overtime, road closures and roads tore up from oil field traffic, and 4 ˝ to 5 miles of surface damage due to snow.  He also mentioned he had spent $25,000 on rock.

 

Mr. Thomas and others asked questions of the commissioners and asked for them to provide payroll time sheets reflecting the overtime their employees worked due to this damages.

 

Motion was made by Schieber and seconded by Austin to adjourn at 1:50 p.m.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
