Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 11, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 8, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Harold Hughes, KCDC; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Emergency Management Director; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of March 4, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin to approve Agreements for remote terminal capabilities in the Assessor’s office:  Todd Young.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported 148 as the daily inmate count, 60 arrested and released over the weekend 34 Department of Corrections (DOC).

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Rowe reported crew is finishing Bridge south of Tonkawa.

 

Schieber said crew is working on Brake Road; he noted he will be attending T-TAP (Tribal Technical Assistant Program) on Tuesday and Wednesday.

 

Austin said crew is finishing guard rail on Canteen Road, raising road to improve drainage and maintaining roads. 

 

Motion was made by Austin and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installations: Select Service; Pipeline Service/Pipeline Crossing Line Installation, 1 mile parallel water line, beginning NW NW S26 T25N R1W, parallel to White Eagle Rd ending NE NE S26 T25N R1W, D#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Lease Purchase Agreement for Belly-Dump Trailer and other financial documents through Welch State Bank pertaining to this purchase, Dist#3 (Bid#2012-52 opened 12-31-12) for an additional purchase (third off this bid list for D#3).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber noting the following monthly reports for January and February 2013:  Health Department (January); County Clerk (January); Treasurer (February); Election Board (February); County Clerk (February). Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Application for County Burial and Affidavit of Financial Inability to Pay in the amount of $500.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#12, 13-230, County Clerk Lien Fee-$118.50, sale of scrap; Res#12, 13-231, Highway Dist#1-$520.00; Res#12, 13-232, CBRI 105C-$3,492.50, ODOT refund closing JP22819(05), project #BRF-136C(115)CO; Res#12, 13-233, Highway Dist#3-$1,262.00, sale of scrap.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

Motion was made by Rowe and seconded by Schieber approving the following Transfer of Appropriations:  Highway Dist#3 Maintenance & Operations-$100,000.00 to Capital Outlay.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Unscheduled Public Appearances:  County Clerk Reese reminded officials of Blackwell Leadership County Government Day this Thursday, March 14.
