Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 11, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 8, 2013, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Dennis Bonewell, Emergency Management Director; Ray Ball, Kaw Nation; Dorinda Gouw, EagleMed; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of February 4, 2013.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

No report given on Oklahoma Court Services.

 

Jail Director Report:  Jody Burd, KCDCD, reported 163 as the daily inmate count, 37 arrested and released over the weekend. 45 Department of Corrections. Board meeting held February 8, 2013.

 

Motion was made by Austin and seconded by Schieber to approve contract with EagleMed Insurance and to have applications for EagleMed Insurance for Kay County Employees and family filled out and brought back Tuesday February 19, 2013 and have them done before the 25th and can start March.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving  Agreements for remote terminal capabilities in the Assessor’s office for InsKeep Appraisal Co; Adjusters International Co., Inc; Eddie Douglas Real Estate & Auction and Aamodt Law Firm.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber noting the January 2013 Kay County Monthly Reports for Treasurer, County Clerk and Election Board.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

OPERS contracted the State Auditors for start auditing counties on retirement issues.  Letter dated February 8, 2013.  In the past, most offices hired new employees on a three month probationary period and at the end of that time retirement, health insurance, and other benefits were given.  Now, all full time employees are enrolled in retirement at start date (it begins the month after hire date).  Part-time employees are eligible for retirement even if working less than 1,000 hours per year (12 months after date of employment).  Retirement eligibility is based on position not person.  Temporary employees working a temporary job, examples – scanner, seasonal mowing, and collecting taxes during tax season, etc.  Temporary employees working less than 1,000 hours per year are not eligible for retirement, however, if a temporary employee working a temporary job works more than 1,000 hours per year then they become eligible to receive retirement.   OPERS requests a letter be filed with the County Clerk and filed in employees personnel file stating their temporary position.  OPERS request to submit a letter was in August 2012 and at that time Kay County Clerk notified each officer accordingly.  The County Clerk’s office will be enrolling all newly hired employees in retirement unless we receive a letter stating they are working on a temporary basis in a temporary position

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Rowe commented working on Bridge at Tonkawa, Fountain Road and 92nd Street.

Commissioner Schieber said he is working on maintaining roads. 

 

Commissioner Austin said crews are working to maintain roads and working on Bridge at Blackwell, the bridge is sagging and working on the supports, two pilings drove and three left to do.

 

Ray Ball asked if a weight limit can be put on Washunga Bay Road.

 

Motion was made by Austin and seconded by Schieber approving the contract for County Bridge#42 over Bois D’Arc Creek Peckham Road Project.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installations:  Superior Pipeline Co., SW4/SE4 S2 T25N R2W ending NW4/NW4 S11 T25N R2W (Dakota Rd), D#3; Superior Pipeline Co., SW4/SW4 S11 T25N R2W ending NW4/NW4 S14 T25N R2W (Mountain Rd), D#3; Range Resources, NE4/NW4 S25 T25N R1W ending SE4/SW4 S25 T25N R1W, D#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#12, 13-194, Sheriff Department, Ford Crown Vic 2004, junked.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Resolution#12, 13-199 directing County Treasurer to deposit all Cigarette tax wired funds to the  County General Funds.  Motion carried:  Rowe, aye; Schieber, aye, Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#12, 13-193, Highway Dist#3-$1,500.00, Public Service/Public Crossing Line Installation; Res#12, 13-195, Highway Dist#3-$1,750.00,  Public Service/Public Crossing Line Installation; Res#12, 13-197, Highway Dist#3-$1,000.00, Public Service/Public Crossing Line Installation; Res#12, 13-198, Highway Dist#1-$30,000.00, FY12 REAP Contract#KA12-3-Kildare Street Improvements-REAP Grant.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.
