Kay County Courthouse

 The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 14, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 11, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Steve Austin, Member; Dee Schieber, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Marilee Thornton, Kay County Court Clerk; Cheryl Howard, Kay County Election Board Secretary; Everette Van Hoesen, Kay County Sheriff; Dennis Bonewell, Emergency Management Director; Tiffany Davis and Julia Curry, Oklahoma Court Services (OCS); Ron Cremers, Citizen;  Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of January 7, 2013.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Tiffany Davis, OCS, remarked the Holiday Pet food drive was a success collecting eight hundred pounds of dog and cat food.  OCS delivered the food before Christmas to the Ponca City Humane Society.

 

Ms. Davis said a work day is scheduled on February 22, 2013 at the Habitat for Humanity.  The participants will be providing general cleaning, yard work and moving items.

 

Jail Director Report:  Sheriff Everette Van Hoesen, reported 165 as the daily inmate count with 12 being arrested and released over the weekend, 40 in Department of Corrections. 

 

Motion was made by Schieber and seconded by Austin approving the following Agreements for remote terminal capabilities in the Assessor’s office:  Shannon Robinson; Ponca City Development Authority; Farm Bureau Ins.; City of Tonkawa; Oklahoma Farm Bureau Ins.; Lobaugh Real Estate.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Rowe said several of his mentioned projects are finished and currently crew is blading frozen roads.

 

Commissioner Austin said crew was out all weekend putting sand on the slick roads.  He said work is still needed on Bridge 53 by Blackwell, weather conditions will determine when crew will be able to return. 

 

Motion was made by Austin and seconded by Schieber Tabling Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving BIA Cooperative Agreements between U.S. Bureau of Indian Affairs and Kay County:  Kaw Tribe:  44th Reconstruction Project-$2.1 million; Hartford Avenue Project-$250,000; Newkirk Cemetery Road Project-$600,000; Ponca Tribe:  Hubbard Road Project-$1 million; Oakland Avenue Project-$1.2 million; Riverview Road Project-$1 million; “S” Street (High Priority)-$1.4 million.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
