Kay County Courthouse

 The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 7, 2013, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 4, 2013, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Tyson Rowe, Member; Steve Austin, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Larry Klumpp, OSU Extension; Dennis Bonewell, Emergency Management Director; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of December 31, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, abstained.

 

Jail Director Report:  Jody Burd, reported 174 as the daily inmate count with 40 being arrested and released over the weekend, 45 in Department of Corrections and 12 weekenders.  He mentioned the Justice Facilities Authority would be having a meeting this Friday, January 11, 2013, at 2:30 p.m. 

 

Motion was made by Austin and seconded by Rowe approving the following Agreements for remote terminal capabilities in the Assessor’s office:  Blackwell Settlement Administration; Hartzog Conger Cason & Neville, LLP; First National Bank of Oklahoma; Baumert, Cummings & Hiatt; Michael Trewitt, Attorney-at-Law; Nga Ly Wells; Shaw Environmental, Inc.; Crumrine, Inc. Auctioneers; Larry A. Weems State Farm Ins. Co.; Sarah Martin; Marc Gravel Appraisal Services; Jeanne Rowe.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Discussion was made regarding three maps of the proposed adjusted Blackwell urban boundary.  Commissioner Schieber said he spoke with Shannon Sheffert, Oklahoma Department of Transportation, and was told this will not take away miles from the county it is just classifying those miles as an urban area.  Commissioner Rowe said he would like to find more out about this matter.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Schieber mentioned upcoming rain in the forecast.

 

Commissioner Rowe said the Braman Road two miles west of I-35 would remain open while crew is working; Nardin/Billings Road crew is cleaning ditches and rebuilding roads; Nardin Cemetery Road is still being worked on; 92nd Street will be closed for around one to one and a half weeks so Evans and Associates can finish shoulder; Adobe Road 140th west will be closed today; work continues on 124th Street and Chrysler.

 

Commissioner Austin said on Bridge 53 on Canteen Road crew is driving pilings on the east side, he noted the west side is finished and said this project was difficult because crew had to go down 72 feet; he noted regular road maintenance and blading continues.

 

Motion was made by Austin and seconded by Rowe approving Resolution 12, 13-160, Revised Five Year Plan on Road and Bridge Projects.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving Resolution No. 12, 13-163, CED Auction Policies.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving on Lease Purchase Agreement for Equipment (John Deere 6430 Cab Tractor and John Deere CX15 10ft Flex-Wing Rotary Cutter) and other financial documents through Welch State Bank pertaining to this purchase, (purchased off the State Contract), Dist#1.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Lease Purchase Agreement for Two Belly-Dump Trailers and other financial documents through Welch State Bank pertaining to this purchase, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving and accepting The G. W. Van Keppel Co.-$64,500.00 on Bid#2012-51 Portable Vibrating Screen, Dist#3 (bid opened 12-31-12).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Austin and seconded by Rowe noting the following Monthly Reports for December 2012:  Treasurer.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
