Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 31, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 28, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Dennis Bonewell, Emergency Management Director; Peggy Ennis, Kay County District No. 2; Donnie Head, Circuit Engineering District No. 8 (CED); Tammy Reese, Kay County Clerk/Secretary. Absent:  Steve Austin, Member.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of December 17, 2012.  Motion carried:  Schieber, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Schieber approving Health Department’s AT&T ILEC PLEXAR (attachment to pricing schedule/confirmation of service order).  Motion carried:  Schieber, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Schieber approving Reimbursement on Election Board Secretary Salary for the month of December 2012.  Motion carried:  Schieber, aye; Rowe, aye.

 

Jail Director Report:  Everette Van Hoesen, Kay County Sheriff, reported 170 as the daily inmate count. 

 

Motion was made by Rowe and seconded by Schieber approving the following Agreements for remote terminal capabilities in the Assessor’s office:  State Farm; Mike McCann Appraisals; Bivin & Associates, Inc.; Redbud Appraisal; Nicholson Auction & Real Estate; Kevin Randall; Lee & Lee Enterprises; The Earl Ball Insurance Agency, Inc.; Simplified Insurance and FS; McKenzie-Noles Agency.  Motion carried:  Schieber, aye; Rowe, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Schieber said crew would begin putting on guard rails on bridge on Oakland Road and noted specifications to go out on bid for a roller compactor are about ready.

 

Commissioner Rowe said work is completed on Street 196A; crew is putting horns on road and redoing box on west Adobe Road.

 

Motion was made by Rowe and seconded by Schieber approving Resolution 12, 13-156 Approving Interlocal Cooperative Agreement for Circuit Engineering District.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Bridge Inspection Invoice, Report of Conference and Load Posting Summary for Dist#1 and #2; Invoice and Report of Conference for Dist#3.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving go out to bid Bridge 42 on Peckham Rd., Dist#2.  Motion carried:  Schieber, aye; Rowe, aye.

 

Donnie Head, CED#8, said he went over bid specifications from K&R and he discussed what was to be included in the bid packets.
