Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 10, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 7, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Harold Hughs, KCDC; Cheryl Howard, Kay County Election Board Secretary; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of December 3, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Dorinda Gouw, Eagle Med, gave a brief history of the company and told the company provided air ambulance service to rural areas.  She went over the services, what it offers and the several different options that are available.  Ms. Gouw answered the many questions.

 

No action was taken with Eagle Med.

 

Jail Director Report:  Jody Burd, KCDCD, said the daily inmate count was 169 with 47 being arrested and released over the weekend, 38 in Department of Corrections and nine weekenders.  Burd said the high so far this month was 193.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Schieber said he would be attending a State CED meeting on Wednesday.  He talked about legislation that is against CED’s and wanting to limit what CED can do.  Schieber mentioned the Associated General Contractors (AGC) is unhappy with CED#7 decision to build an emulsion plant (chip & seal oil) and noted Missouri and Kansas both have emulsion plants.  He noted his crew would be grading roads.

 

Commissioner Rowe said Bridge 196B would be poured tomorrow.  He said work continues on the wind farm, pipes are being taken out and all cranes are out.  Rowe said crew is still working on roads south of Nardin and work will continue until all dirt is gone.  He said crew is shouldering 13th Street and praised the Tonkawa Tribe for making it possible.

 

Rowe noted he recently took Dee Schieber’s place on the CED#8 board and was voted to be President of CED#8.  He said this would give Kay County an advantage and Kay County would be on the forefront of what is going on.  

 

Commissioner Austin said crew patched an asphalt area last week on Union.  He mentioned he was going to Oklahoma City today to meet with an Engineer regarding the Bois D’Arc Bridge on Peckham/Waverly regarding the project was $150,000.00 over the available money.  Austin said this project would have to be re-bid.

 

Motion was made by Rowe and seconded by Austin approving going out for bid to purchase dirt by the yard (to replace the contaminated dirt around bridges).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Resolution Number 12, 13-134 “Less than 3 Ton Action Plan” on Bird’s Nest Creek Bridge located on Cowboy Hill Road.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving to go out for bid to purchase two (2) per District new belly dump trailers Dist#1 & #3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving to go out for bid for a vibratory screen, Dist#3.  Rowe said he was looking at a 2007 model for approximately $65,000.00; he said a new model would cost around $200,000.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe noting the following November 2012 Kay County Monthly Report of Officers:  County Clerk; County Election Board; Treasurer.    Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Resolution 12, 13-140, Highway District’s giving Safety Awards to employees:  Rowe said he wanted to give safety awards to his employees.

 

Commissioner Austin said if BOCC gives safety awards it should be to all deserving employees not just highway.  He noted the award should come along with some of kind of safety programs in place and noted the county did not budget for this award for this fiscal year.

 

Much discussion took place with county officers voicing their desire to have the county’s Emergency Management Director (EMD) to coordinate safety classes.  Officer’s expressed several areas of safety concerns and stressed the importance of moving forward with this matter.

 

Jody Burd, KCDCD, and Everette Van Hoesen, Sheriff, told the BOCC they would help the EMD on some safety training classes and offered to help in any way they could.

Motion was made by Rowe and seconded by Austin approving to go out for bid to sell four (4) 2011 Belly Dump Trailers, Dist#1 & Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

Unscheduled Public Appearances:  County Clerk Reese told those in attendance the BOCC cancelled the regular meeting date scheduled for Wednesday, December 26, 2012.
