Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 3, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 30, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Marilee Thornton, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Larry Klumpp, OSU Extension; Glen Nichols, Evans & Associates;  Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of November 26, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

BOCC noted and received the regular meeting dates for Calendar Year 2013 for the Kay County Free Fair Board, Inc.

 

Motion was made by Austin and seconded by Rowe approving the Full Service Maintenance Agreement for the Kay County Health-Ponca City.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving the County Emergency Operations Plan.  Dennis Bonewell, Emergency Management Director explained it as being an update on the approval page.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

 

Motion was made by Rowe and seconded by Austin approving reimbursement for Election Board Secretary Salary for November 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

 

Jail Director Report:  Jody Burd, KCDCD, said the daily inmate count was up to 172 with 42 being arrested and released over the weekend.  He reported the jail inspector was at the jail last Thursday to do an end-of-the-year inspection and noted no deficiencies were found.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commissioner Schieber said Oakland Road will be poured Tuesday or Wednesday.

 

Commissioner Rowe said wind farms by Nardin have been completed and crew is still working on roads south of Nardin.  He said while the weather remains to be dry his crew is taking out trees and building up roads.

 

Commissioner Austin noted River Road is opened. 

 

Motion was made by Rowe and seconded by Austin Surfacing Plans applying for a grant from the Bureau of Indian Affairs.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin nominating Tyson Rowe as official board member; Steve Austin as first alternate and Dee Schieber as second alternate of the Circuit Engineering District 8 Board of Directors.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving to go out for bid to sell a John Deere 6615 Tractor, Serial No. L06615D546556 and a CX15 10’ Batwing Mower, Serial No. W0CX15E007418, Dist#1.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving the following October 2012 Kay County Monthly Report of Officers:  Treasurer Trust; County Health.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#12, 13-126, Court Clerk, 7800 PC Hard Drive, returned to AOC/MIS due to quit working; Res#12, 13-127, Treasurer, HP Color Laser Jet, junked; Res#12, 13-128, Sheriff, Ford truck F-150, donated to Dist#2; Res#12, 13-129, Use Tax, White 2012 Ford 3 door extended van, surplus to Oklahoma State University (to be placed on Kay County Extension Office inventory).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving and noting a letter acknowledging the BOCC are transferring at no cost to Oklahoma State University a 2012 E-350 Ford Passenger Van VIN# 1FBSS38LICDA01198 to be placed on Kay County Extension Office inventory.  DA Hermanson noted when the university is done with this vehicle the vehicle should be returned to the county.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Resolution 12, 13-133, regarding payment for telephone service and usage.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Supplemental being added to General Government Maintenance & Operations (G2000-20)-$4,031.75 money from State of Oklahoma-Civil Emergency-Emergency Performance Grant funds 4th quarter July-September 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
