Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, September 4, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 31, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of August 27, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Director Report:  Everette Van Hoesen, Kay County Sheriff, reported 176 for the daily inmate count and noted there were no problems over the weekend.  Van Hoesen said Jody Burd, KCDCD, said he was getting ready to transport DOC inmates.

 

Motion was made by Rowe and seconded by Austin approving Reimbursement on Kay County Election Board Secretary salary for August 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge projects:  Commission Rowe said crew is setting beams on Bridge 181.  He noted 13th Streets will be closed for a day or two for road work but not sure when at this time.  Rowe said horns are being put in Highway 60 going into Tonkawa.

 

Commissioner Austin said crew is hauling rip rap to Bridge 34.  He mentioned Devon Energy is drilling wells and using River Road as their access road.  Austin said the trucks and the huge rig are tearing up the roads and damage is estimated at $58,000.  He contacted Devon Energy about the damage and was told they would help repair the road.

 

Motion was made by Schieber and seconded by Austin approving to go out for bid for five miles of roller compacted concrete.Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.   

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing Line Installation for Tonkawa Tribe of Oklahoma beginning NE4/NE4 S11 T25N R1W ending NW4/NW4 S12 T25N R1W, D#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving the following Accounts authorizing the Requisitioning, Receiving and Inventory officers for FY 2012-13:  Kay County Sheriff; Sheriff’s Commissary Fund; Sheriff Service Fee; Sheriff’s Jail; Sheriff’s Grant and Training Fund.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#12, 13-54, CRBR-$50,000.00, bridge materials & floor pouring; Res#12, 13-55, Highway Dist#2-$6,646.25, share of repairs Pleasantview and Peckham Road; Res#12, 13-56, Sheriff’s Service Fee-$1,619.20 & Sheriff Jail-$18,620.80, proceeds from sale of generator.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway Dist#2-$6,646.25; CBRI 105C-$50,000.00; Sheriff’s Service Fee-$23,496.21; Sheriff’s Service Fee-$1,619.20; Sheriff’s Jail-$18,620.80; Sheriff’s Training-$750.00; County Sales Tax-$98,196.98.   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

There were no unscheduled public appearances.
