Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 6, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 3, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Mary Ramey, Kay County Court Clerk;  Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald Journal; Patsy Leyva, Deputy Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of July 30, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Director Report:  Everett Van Hoesen, Kay County Sheriff, reported 197 for the daily inmate count. 

 

Motion was made by Austin and seconded by Rowe approving Contract for Labor by and between the Kay County and Jack Bagg to provide general custodial requirements, inside and outside to the Department of Human Services building for FY 2012/2013.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. (two copies, one in Contract file Data Processing and one in Bid file #2012-43).

 

Motion was made by Rowe and seconded by Austin authoring the Chairman to sign re-engagement FY2012 to include an A133 Audit on Federal contracts.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye.

 

No action taken on burn ban since Governor enacted state wide burn ban.

 

Motion was made by Austin and seconded by Rowe approving agreement between BOCC and Donna Roche for remote terminal capabilities with the Kay County Assessor.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye.

 

Motion was made by Rowe and seconded by Austin authoring the Chairman to sign reimbursement claim for Election Board Secretary Salary for July 2012.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber said he should be able to blade roads since we got a little moisture from the rains.

 

Commissioner Rowe said he would be able to blade tomorrow.

 

Commissioner Austin reported floor and box for Peckham Road was done and would be ready middle of next week and floor for Earth Road ready middle of week.

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#12, 13-39, transferring accumulated monies in the County Judgment Fund totaling $.17 to County Improvement Fund; Res#12, 13-40, Highway Dist#1-$1,000.00, Public Service/Pipeline Crossing Line installation; Res#12, 13-41, Highway Dist#1-$500.00, Public Service/Pipeline Crossing Line installation.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway Dist#1-$1,000.00; Highway-$173.11, D#1-$57.70, D#2-$57.70, D#3-$57.71;  Sheriff’s Service Fee-$17,370.19; Highway-$67.69, D#1-$22.57, D#2-$22.56, D#3-$22.56; Preservation Fee-$5,595.00; County Clerk Lien Fee-$6,023.90; Treasurer’s Mortgage Certification-$660.00; Highway Dist#1-$500.00; Drug Court-$13,629.98; Drug Court-$6,893.50; Highway Dist#2-$86.65.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
