Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 30, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 27, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDC); Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Jeff Kubik; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of July 23, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Austin and seconded by Rowe approving special meeting minutes of July 25, 2012.  Motion carried:  Schieber, abstained; Rowe, aye; Austin, aye.

 

Tiffany Davis, Oklahoma Court Service’s, presented the number of community service hour’s defendants worked and illustration of projects.  She mentioned places defendants assisted were Ponca City Fire Department, 101 Rodeo grounds, Humane Society and noted how hard they worked and were doing a great job.

 

Motion was made by Rowe and seconded by Austin approving Applications for County Burial and Affidavit of Financial Inability to Pay on two different applications (one application was in the amount of $300 and the other in the amount of $350).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported 193 for the daily inmate count, 406 for the month of July and a high on July 20th of 225. 

 

Motion was made by Austin and seconded by Rowe approving Memorandum of Agreement by and between the Kay County Health Department and Blackwell Public School District to provide Behavioral Health Services to the students and/or families.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber said an Attorney General Opinion was soon be released allowing counties to charge for Road Crossing Permits.  He noted curb and guttering would be poured this week on the courthouse parking lot.

 

Commissioner Rowe said 76 Street four miles north of Highway 11 will be closed for two to three days and then opened and then closed again for approximately a month.

 

Commissioner Austin reported Trader’s Bend Road was opened last Thursday and Pleasant View Street from Seventh to Peckham Road will be closed around two weeks.

Motion was made by Rowe and seconded by Austin approving the following Contract Agreement Emergency and Transportation Revolving, ETR Fund:  Project No. ETRCB-8-36-3(19)13, $60,000.00 (Bridge NBI#10241); Project No. ETRCB-8-36-3(20)13, $60,000.00 (Bridge NBI#08559); Project No. ETRCB-8-36-3(21)13, $60,000.00 (Bridge NBI#25563); Project No. ETRCB-8-36-3(22)13, $88,000.00 (Bridge NBI#09241) (corrected from Agenda that read $60,000.00).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

Motion was made by Rowe and seconded by Austin approving to go into Executive Session pursuant to and convened under authority of Oklahoma Statutes Title 25 Section 307.B.3 to discuss the purchase of real property (9:45 a.m.).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving to reconvene regular meeting of the BOCC (11:14 a.m.).   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving and authorizing District Attorney Brian Hermanson to draw up a contract for an option to purchase real property and for the Chairman to present it to the land owners.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Austin and seconded by Rowe approving Jacky Bagg’s bid for $550.00 per month for inside and $250.00 per month on outside on Bid#2012-43 Janitorial Services for DHS Building.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
