Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 16, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 13, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Patsy Leyva, Deputy Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Rowe and seconded by Austin approving regular and special meeting minutes of July 9, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe authorizing Chairman to sign Oklahoma Juvinile Affiars claims for April 2012-$4,676.42 and May 2012-$4,460.83.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Director Report:    Steve Austin reported that Jody Burd, KCDCD, phoned and said the current inmate count was 188.  Austin also stated that the KCDCD had helped him with an illegal dump and that they would be happy to help the other Districts with the same.  Ray Ball stated that he would be calling about possibly getting help with rodeo grounds clean-up.

 

Motion was made by Austin and seconded by Rowe approving Resolutions and Reports presented by the Kay County Treasurer for fiscal year ending June 30, 2012. Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber noted the courthouse parking lot would be poured this week and that half would possibly be open next week.  Commissioner Rowe said 92nd Street is open and they are working on 108.  Commissioner Austin said that work on Bridge#34 on Earth Road has begun and work continues on Traders Bend northeast of Newkirk.

 

Motion was made by Schieber and seconded by Austin approving Inter-Governmental Agreement between Kay County and the Ponca Nation regarding reconstruction of the River Bank next to the Pow Wow Ground of the Tribe.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Title Pages for Bridges 114, 108, 97 and 179A.   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Title Pages for Roads; Hubbard Road; Hartford Road and Pecan Road. Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe authorizing the payment of Association of County Commissioners of Oklahoma (ACCO) FY2013 membership dues-$4,250.00. Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin noting the Monthly Report of Officers for June 2012 from Kay County Clerk; Kay County Treasurer; Kay County Election Board; Kay County Assessor and Kay County Public Health Department.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Requisitioning, Receiving & Inventory officers for Health Department and PBA Health Land Purchase Accounts for FY 2012-2013.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installations:  PetroQuest Energy, LLC located SW4/NW4 S35 T29N R2W ending SE4/SE4 S34 T29N R2W Dist#3; Sandridge E&P located NE4/NE4 S3 T24N R2W ending SE4/SE4 S34 T25N R2W, Dit#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe to go out for bid for Janitorial and Law Care for DHS Building in Newkirk with same specs as in the past.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe authorizing Austin to sign Local Elected Officials Consortium Agreement.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving ODOT Interstate 40 Crosstown Steel Beam Transfer Form.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving CED #8 Pony Truss Replacement Fund Materials Form.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe designated Tammy Reese, Kay County Clerk to compile the Schedule of Expenditures of Federal Awards (SEFA) Report by grant for FY 2011/2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Resolution#12, 13-25 directing County Treasurer to deposit all 250C105 disbursements into County Bridge and Roadway Improvement (CBRI) 105 Fund.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#12, 13-21, Highway Dist#3-$1,500.00, Public Service/Pipeline Crossing Line Installation; Res#12, 13-22, PBA-$1,408.84, July 2012 rent; Res#12, 13-23, Highway Dist#3-$500.00, Public Service/Pipeline Crossing Line Installation; Res#12, 13-24, PBA, wired funds deposit; Res#12, 13-26, Highway Dist#2-$675.00, sale of scrap metals.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe noting the voiding of duplication Appropriation of Lapsed Funds July 2, 2012 (Sheriff Service Fee-$3,059.24)
