Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 2, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 29, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Jody Burd, Kay County Detention Center Director (KCDCD); Harold Hughs, KCDC; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Rowe and seconded by Austin approving regular meeting minutes of June 25, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Jail Director Report:    Jody Burd, KCDCD, said the current inmate count was 197; noting 53 were arrested and released over the weekend and 51 in Department of Corrections.  He said over the year the intake/release has been around 500 and the average daily head count has been over 25 from previous year. 

 

Motion was made by Austin and seconded by Rowe approving Contracts/Agreements between the Kay County Health Department and the following:  Carol Rickards, RN to provide nursing services for the Department; Newkirk Public School District to provide Behavioral Health Services to the students and/or families of students; Ponca City Public School District to provide Behavioral Health Services to the students and/or families of students.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Detention Services Agreement by and between Communityworks and BOCC, $21.74 a day per child.    Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Detention Services Agreement by and between Oklahoma Juvenile Justice Services, Inc. and BOCC, $23.26 per day per child.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber reported asphalt would be laid on Highland Street before the 4th of July and commented, “Be safe.”  Schieber mentioned the transportation bill passes with the help of Gary Ridley, Oklahoma Department of Transportation, meaning more money for the state.

 

Commissioner Rowe said County Line Road would be opened by the 4th of July, but not finished.

 

Commissioner Austin noted Bridge 34 on Earth Road has been closed but crew will start building the bridge on Thursday.

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing Line Installation for Sandridge E&P located SE4/SE4 S33 T25 R2W ending SW4/SW4 S34 T24 R2W on South 108th Street, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

No action was taken on Resolution No. 11, 12-244 (Amendment to Resolution No. 11, 12-91) whereas Kay County Use Tax Funds may be used for General Government operations of the county.

Unscheduled Public Appearances:  Cheryl Howard, Election Board Secretary, presented the BOCC with the Official Certification of Voters and noted there were no provisional ballots.

 

Christy Kennedy, Treasurer, congratulated Steve Austin on winning the recent Commissioner Dist#2 election and reminded officers about the upcoming Charlie Adams Day to be held in September.
