Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 23, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 20, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, Kay County District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Cheryl Howard, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of April 16, 2012.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Austin approving Oklahoma Juvenile Affair Claims:  February 2012-$1,807.35; March 2012-$2,694.15.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Jail Director Report:  Jody Burd, KCDCD, reported the daily inmate count of 175; he mentioned 139 were arrested and released and 45 were in DOC.  Dry Road Project was mentioned.

 

Motion was made by Austin and seconded by Rowe approving Contract with Sheriff Department and Kaw Lake Law Enforcement.  Undersheriff Kelley explained the purpose the contract and how it was used.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Austin approving Agreement between the BOCC and Farmers Exchange Bank for use of remote terminal capabilities through the Assessor’s Office.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said crew is still working on Waverly and then will move to Pecan.  He mentioned the point system savings through ACCO on county insurance and said at least one of the commissioners needed to attend a safety meeting May 3 and 4, 2012, in order to receive the full amount of points needed for savings.

 

Commissioner Rowe said Bridge 175 is finished and crew will begin pouring Bridge 62, shell is being laid on 108th Street, and noted all his new graders are in.

 

Commissioner Austin reported Bridge 29 is opened; crew is rocking and trimming trees on the rest of the road.  He mentioned Dry Road Project and said the south lane has been poured; approaches will be poured today and discussed the Sally Port area.  Austin said completion is depending on weather.  He also mentioned an oil field tank that was donated to the county and it was going to be used on a low water crossing next to a closed bridge.  Austin said he received a permit through ODOT to get the tank here.

 

Motion was made by Austin and seconded by Rowe approving to go out for bid to purchase two belly dump trailers, Dist#2.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Austin and seconded by Rowe approving to go out for bid to purchase Motor Graders, one or more 2005 or newer model, Dist#2.   Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

Motion was made by Rowe and seconded by Austin approving signing documents and financial papers relating to the purchase of six John Deere 672 Motor Graders through Yellowhouse Machinery Co., Dist#3  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.  

 

Motion was made by Rowe and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installations:  Mustang Gas Products-SE4/SE4 S34 T25N R2w ending NE4/NE4 S3 T24N R2W, D#3.  No action was taken on the following Public Service/Pipeline Crossing Line Installations, Crescent Services-SW4/SW4 S36 T25 R2 ending NE4/NE4 S2 T24 R2, D#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe noting the following March 2012 Monthly Reports of Officers:  Assessor; Election Board; Sheriff; Court Clerk.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving the following Resolutions to Dispose of Equipment:  Res#11, 12-202, CED#8 transferring a 2008 Chevy Silverado Crew Cab 4 x 4 pickup to Dist#2 in the amount of $13,000.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Deposit Funds:   Res#11, 12-193, Highway Dist#2-$97.45 Members Capital Credit; Res#11, 12-194, Highway Dist#1-$65,320.00, sale of equipment at auction; Res#11, 12-195, Highway Dist#2-$39,767.00, sale of equipment at auction; Res#11, 12-196, Highway Dist#3-$75,900.00, sale of equipment at auction; Res#11, 12-197, Highway Dist#3-$500.00, Public Service/Pipeline Crossing Line Installation Permit; Res#11, 12-198, Highway Dist#1-$85,095.45, BIA H3101-97 Hubbard Bridge#105 Road Project; Res#11, 12-199, Highway Dist#1-$56,000.00, sale of two belly dump trailers (Bid#2012-21); Res#11, 12-200, Highway Dist#1-$9,552.52, BIA H3101-79 LA Cann North Road Project, FY11-12; Res#11, 12-201, Highway Dist#2-$14,565.53, Insurance payoff for repairs on vehicle in accident.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.    

 

Motion was made by Austin and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$180,987.00, D#1-$65,320.00; D#2-$39,767.00; D#3-$75,900.00; Highway Dist#1-$28.59; Highway Dist#1-$56,000.00; Highway Dist#1-$9,552.52; Highway Dist#1-$85,095.45; Highway Dist#2-$97.45; Highway Dist#2-$14,565.53; Highway Dist#3-$500.00; CBRI 105C-$299.91; County Sales Tax-$223.03; County Sales Tax-$59,702.65; County Improvement-$0.53; Visual Inspection Reimbursement-$1,341.53; Public Buildings Authority-$362.73; Drug Court-$16,472.60; Drug Court-$8,755.00; Drug Court-$6,391.20.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.   

 

Motion was made by Rowe and seconded by Austin approving the following Transfer of Appropriations:  Hwy. Dist#3 Blackwell Wind Farm-$50,000.00 to Capital Outlay; Hwy. Dist#3 CBRI 105-C4000-20-$43,503.78 to ETR Bridge#191-H3103-55.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

There were no unscheduled public appearances.
