Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 12, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 9, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Larry Klumpp, OSU Extension; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Harold Hughs, Kay County Detention Center Assistant Director; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Rowe and seconded by Austin approving regular meeting minutes of March 5, 2012.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Austin denying request from James Carter, Northern Oklahoma Youth Services, grant request was in the amount of $50,000.00.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Motion was made by Austin and seconded by Rowe approving Agreement between Kay County Health Department and Corey Inmon dba Turf Surfers.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Jail Director Report:  Jody Burd, KCDCD, reported the daily inmate count of 168, and noted at one time the number went over the 200 mark; he mentioned 35 were arrested and released over the weekend and 130 for the week. 

 

Burd said the detention officers completed their state jail certifications this past week.

 

He also mentioned everything went fine when twenty-five prisoners were transferred and housed in Kay County Detention Center from Grant County when a chemical leak caused an evacuation from Grant County.  Burd said he was glad he was able to help them out and return a favor from a few years ago when Kay County housed prisoners in their county.

 

Schieber said he wanted an agenda item next week regarding stray horses.  He said the Sheriff hauls these horses to the Newkirk Sale Barn and then the county gets charged daily fees.

 

Motion was made by Austin and seconded by Rowe approving and authorizing Chairman Schieber to sign 2013 Oklahoma Highway Safety Grant.  Captain Bill Gross explained the grant and what the department is applying for.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Agreements between the BOCC and Makala Barton, Subscriber for remote terminal capabilities in the Assessor’s Office.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Claim for Kay County Election Board Secretary Salary reimbursement from state for February 2012.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber said crew is working on bridge railing on Hubbard at Ponca Lake; crew will start hauling dirt to the bridge on Prospect; planning on starting work on Pecan Road next week; CED District meeting will be held this Wednesday in Alva.

 

Commissioner Rowe said work has begun on road at 108th and he is waiting on engineers to start on six bridges southwest of Braman.  He noted the auction in Elk City went well.

 

Commissioner Austin noted crews were waiting for roads to dry in order to get back on them and Bridge 29.

 

Motion was made by Schieber and seconded by Rowe approving District#1 going out for bid to purchase used motor grader.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Austin approving District#3 going out for bid for 32 miles of road construction work for Blackwell Wind Farm.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Public Service/Pipeline Crossings:  SandRidge Exploration & Production, beginning SE4 SE4 S34 T25N R2W ending NW4 NW4 S2 T24N R2W; Select Energy, beginning NW4 NW4 S12 T25N R2W ending SE4 SE4 S34 T25N R2W; Superior Pipeline Company, beginning SW4 SW4 S28 T25N R2W ending NE4 NE4 S32 T25N R2W; Mustang Gas Products, Six crossings, 25N-1W & 25N-2W, various locations.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Motion was mad Austin and seconded by Rowe approving the following February 2012 Kay County Monthly Reports:  County Clerk; Election Board; Sheriff.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Motion was made by Austin and seconded by Rowe approving the following Resolutions Disposing of Equipment:  Res#11, 12-166, Assessor, Okidata Microline 320 Turbo Printer, junked; Res#11, 12-167. Court Clerk, 4010C Scanner-quit working, returned to OCIS, they replaced with new one.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.
