Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 5, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 2, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Larry Klumpp, OSU Extension; Everette VanHoesen, Kay County Sheriff; Cheryl Howard, Election Board Secretary; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Patsy Leyva, Deputy Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of February 27, 2012.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Cheryl Howard, Election Board Secretary requested funds for the March 6 and June 26, 2012 State-wide primary elections, the County share for these elections, needing an additional $4,762.88 for maintenance and $3,040.00 for pt-time, working the additional pt-time help two days per week and possibly more.  Commissioner Austin asked Howard how much she was given during the budget proceeding and Howard gave the figure of $11,825.00 and also said that the amount of these elections was not known at that time and that she was told to ask for the funds when the elections were determined.  Motion was made by Austin and seconded by Rowe approving the request.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Jail Director Report:  Twenty five Prisoners were transferred and housed in Kay County Detention Center from Grant County because of evacuation from that county and Kay County Sheriff reported that they were still there.

 

2011 Mineral Interest Report was noted and will be on file in the Kay County Clerk’s Office.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber said bridge on Hubbard at Ponca Lake is open and that the guard rail would be installed.

 

Commissioner Rowe said road at 108th and Peckham is closed.

 

No action taken on Underground Electric Collections Station in county right-of-ways.

 

Motion was made by Rowe and seconded by Austin approving invoice from Mehlburger Brawley for $3,700.00, invoice#1223-05, Bia Project, bridge & approaches over Bird’s Nest Creek CN 161. Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. (Invoice #1010-05 is for Creek County, returned to  Mehlburger Brawley)

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing with SandRidge Midstream in the SE4/SE4 S34 T25N R2W ending SW4/SW4 S35 T25N R2W, Dist#3.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing with Mustang Gas Products LLC in the SW4/SE4 S31 T25N R1E ending NW4/NE4 S6 T24N R1E, Dist#3.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing with Mustang Gas Products LLC in the SE4/SW4 S30 T25N R1E ending NE4/NW4 S31 T25N R1E, Dist#3.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:   Res#11, 12-156, Highway-$11,403.01, D#1-$8,859.72; D#2-$2,543.29, FEMA (1876); Res#11, 12-157, Highway Dist#2-$2,700.00, 103 Bridge refund; Res#11, 12-158, Highway Dist#3-$800.00, Public Service/Pipeline Crossing; Res#11, 12-159, Highway Dist#3-$1,000.00, Public Service/Pipeline Crossing.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.   

 

Motion was made by Rowe and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$116.85, Dist#1-$38.95; D#2-$38.95; D#3-$38.95; Highway Dist#1-$128.49;Highway-$11,403.01, Dist#1-$8,859.72; Dist#2-$2,543.29; Highway Dist#2-$2,700.00; Highway Dist#3-$1,500.00; CBRI 105C-$575.30; County Improvement-$1.06; County Clerk Lien Fee-$3,979.00; Prevention Fee-$5,750.00.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye. 

 

Motion was made by Austin and seconded by Rowe approving the following Transfer of Appropriations:  Highway Dist#1-$2,805.37 from Maintenance & Operations to Lease Purchase; Highway Dist#1-$14,942.34 from Fountain Road Phase II-BIA to ETR-Bridge Account; General Fund, General Government-$7,802.88 from Maintenance & Operations to Election Board:  $4,762.88 to Maintenance & Operations and $3,040.00 to Part-Time.  Motion carried:  Schieber, aye; Austin, aye; Rowe, aye.

 

There were no unscheduled public appearances made.
