Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 27, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 27, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Larry Klumpp, OSU Extension; Jody Burd, Kay County Detention Center Director; Ray Ball, Kaw Nation; Marvin Beher & Bobby Kennish, Mehlburger Brawley Company; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).  Tyson Rowe, Member, absent

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of February 21, 2012.  Motion carried:  Schieber, aye; Austin, aye. 

 

Jail Director Report:  Jody Burd, Kay County Detention Center Director, reported the daily inmate count as 184 with 52 sentenced to Department of Corrections (DOC).  He mentioned 43 were arrested and released over the weekend and 103 for the week.  Burd told about a methamphetamine arrest.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber said asphalt work will begin on Ponca Lake
Road
and he hopes to start in the near future on Pecan Road.  He also said he is working on a five year plan with CED.

 

Commissioner Austin mentioned his crew pulled off Bridge 29A on Bender Road to work on roads. 

 

Motion was made by Austin and seconded by Schieber approving Title Sheets from Mehlburger Brawley on Project No. BRF 136C(115)CO, Job Piece #22819(04) BIA Project Bois D’Arc Creek west of Newkirk.  Austin said this is in his Dist#2 on Peckham Road.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Public Service/Pipeline Crossing with SandRidge Midstream in the SE4/SE4 S34 T25N R2W ending NE4/NE4 S2 T24N R2W, Dist#3.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber noting the following January 2012 Kay County Monthly Reports:  Sheriff.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds (with changes):   Res#11, 12-151, Highway Dist#3-$1,000.00 Public Service/Pipeline Crossing; Res#11, 12-153, Highway Dist#1 (corrected from Agenda that read Dist#2)-$626.40, sale of scrap metal;;Res#11, 12-154, Highway Dist#2-$988.00, sale of scrap metal; Res#11, 12-155, Child Abuse Prevention-$414.25, jury service; Res#11, 12-142, Highway Dist#2-$500.00, Public Service/Pipeline Crossing; Res#11, 12-143, Highway Dist#3-$500.00, Public Service/Pipeline Crossing.  Motion carried:  Schieber, aye; Austin, aye.
