Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, February 21, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 17, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Kristin Munson, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Larry Klumpp, OSU Extension; Everette Van Hoesen, Kay County Sheriff; Ray Ball, Kaw Nation; Dusty Bittle, Yellowhouse Machinery Co.; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of February 13, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Jail Director Report:  Jody Burd, Kay County Detention Center Director, was not present to give report due to training.

 

Sheriff Van Hoesen reported the daily inmate count as 181 with 50 sentenced to Department of Corrections (DOC).  He mentioned 51 were arrested and released over the weekend and 108 for the week. 

 

Motion was made by Rowe and seconded by Austin approving the following Agreements between the BOCC and the following Subscribers for remote terminal capabilities in the Assessor’s Office:  Chestnutt Realtors; McNutt Acquisitions; Fidelity National Title; Appraisal Services by Tim Stein.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber mentioned the State CED meeting will be held Wednesday in Oklahoma City.  He said dirt work will begin on bridge on Ponca Lake Road and road should be opening soon.  Schieber is working to get bridge project on Prospect and in March hopes to asphalt Pecan Road.

 

Commissioner Rowe said because of recent weather conditions crew has not been able to work on 175A south of Braman Road, but planning on beginning as soon as possible.

 

Commissioner Austin mentioned his crew was working on Bridge 29A and will begin pouring next week; he noted he was waiting for roads to dry up. 

 

Motion was made by Rowe and seconded by Austin approving to enter into an Interlocal Agreement with CED Dist#7 (Resolution No. 11, 12-152).  Rowe said this agreement with CED#7 would allow them to assist with coordination and implementation for Road User Maintenance for the development of the Blackwell Wind Project.  Rowe said Kay County will be getting around 26 windmills.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing Line Installation with Select Energy in the NW4/NW/4 S12 T25N R2W ending SW4/SW4 S36 T25N R2W, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving Public Service/Pipeline Crossing Line Installation with Trek Resources, Inc. in the NW4/NW4 S22 T29N R1W ending SE4/SE4 S16 T29N R1W, Dist#2.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Public Service/Pipeline Crossing Line Installation with Range Resources in the SW4/SW4 S30 T25N R1E ending NW4/NW4 S31 T25N R1E, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving accepting bid from Yellowhouse Machinery, Inc. on six (6) motor graders with trade-in in the amount of $212,846.00 with a five year lease purchase to be financed through John Deere Financial at 2.5% interest rate on Bid#2012-17, Tandem Drive Graders, Dist#3 opened in BOCC meeting on February 13, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Rowe noting the following January 2012 Kay County Monthly Reports:  Court Clerk; Election Board; County Health; Assessor.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions Disposing of Equipment: Res#11, 12-144, Motor Grader (1990), traded; Res#11, 12-145, Motor Grader (1997), traded; Res#11, 12-146, Motor Grader (1998), traded; Res#11, 12-147, Motor Grader (1996), traded; Res#11, 12-148, Motor Grader (1988), traded; Res#11, 12-149, Motor Grader (2008), traded; Res#11, 12-150, Motor Grader (2008), to be transferred to Dist#1.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

Motion was made by Austin and seconded by Rowe approving Officer’s Request for Supplemental Appropriations Assessor General Government G1600-20 in the amount of $1,709.78.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$290,736.40, D#1-$96,912.13; D#2-$96,912.14; D#3-$96,912.13; Highway Dist#1-$44,345.48; Highway Dist#1-$17,557.00; Highway Dist#2-$500.00; Highway Dist#3-$1,500.00; Highway Dist#3-$500.00; Treasurer’s Mortgage Certification-$515.00; Open Dump Reward-$60.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

Unscheduled public appearances made:  Schieber told those in attendance to go by and visit the Junior Livestock Show in Newkirk this week and support the students.
