Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 30, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 27, 2012, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Marvin Beier, Brawling Engineering Corp.; Steve Winters, Warren Cat; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Dee Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Rowe approving regular meeting minutes of January 23, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving and authorizing Chairman Schieber to sign the following Agreements between the BOCC and the following Subscribers for remote terminal capabilities in the Assessor’s Office:  Gentle, Turner & Sexton; City of Blackwell; Larry Neeley.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

 

Jail Director Report:  Everette Van Hoesen, Sheriff, reported 163 as the current inmate count.  He mentioned 42 were arrested and released over the weekend, 107 for the week and 340 for the month.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber mentioned Tax Commission meeting that was held at ACCO last Tuesday explaining Tax Revenues for counties.

 

Commissioner Rowe said the counties receive a percentage off horizontal wells.  He said crew is still working on 76th Street and around the Elk’s Lodge.

 

Commissioner Austin said Dry Road is closed and explained the road work that would take place.  He said crew would begin driving pilings on Bridge 29 on Bender Road.

 

Motion was made by Rowe and seconded by Austin approving going out for bid on seven (7) new graders with trade-ins, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving Title Sheet, Brawley Engineering, Project IRR TR4427 Tonkawa, Bird Nest Creek, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving the following Road Crossing Permits with Mustang Gas Products, LLC, Dist#3:  Pipeline-Beginning SW4/SW4 T25N S25 R1W Ending NW4/NW4 T25N S36 T1W; Pipeline-Beginning NE4/NE4 T25N S36 R1W Ending NW4/NW4 T25N S31 R1E; Pipeline-Beginning SE4/SW4 T25N S30 R1E Ending NE4/NW4 T25N S31 R1E; Pipeline-Beginning NW4/NW4 T25N S36 R1W Ending NE4/NE4 T25N S35 R1W.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.   

 

Motion was made by Austin and seconded by Rowe noting the following November 2011/December 2011 Kay County Monthly Reports:  County Health.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#11, 12-121, Highway Dist#1-$40,189.38, reimbursement for Hubbard Bridge #105, H3101-97; Res#11, 12-122, Highway Dist#1-$1,017.68, reimbursement (corrected from Agenda that read sale of culvert pipe); Res#11, 12-123, Highway Dist#3-$2,000.00, Four (4) Road Crossing Permits with Mustang Gas Products, LLC.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriations: Highway Dist#1-$40,189.38; Highway Dist#1-$1,017.68; County Sales Tax-$99,848.77; County Sales Tax-$11,292.38; County Sales Tax-$10,159.03; Sheriff’s Service Fee-$11,331.17; Sheriff’s Service Fee-$10,206.64.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

There were no unscheduled public appearances made.

Motion was made by Rowe and seconded by Austin approving and accepting bid from Warren Power & Machinery, Inc. in the amount of $213,000.00 on Bid#2012-15 Excavator (Trackhoe), Dist #3.  No bids were received from:  C. L. Boyd Company, Inc., Kirby-Smith Machinery, Inc., Frontier Equipment Sales, L.L.C., G. W. Van Keppel Company.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin rescinding above motion regarding Bid#2012-15 Excavator (Trackhoe), Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving and accepting bid from Warren Power & Machinery, Inc. in the amount of $213,000.00 with a seven (7) year lease purchase financed through Cat Financial Services with an interest rate of 3.2% on Bid#2012-15 Excavator (Trackhoe) 2008 Caterpillar 325OL 2000 hours Serial #A3R01142, Dist #3.  No bids were received from:  C. L. Boyd Company, Inc., Kirby-Smith Machinery, Inc., Frontier Equipment Sales, L.L.C., G. W. Van Keppel Company.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving and accepting bid from Irwin Trailer, L.L.C. in the amount of $49,950.00 on Bid#2012-16 Detachable Trailer, Dist#3.  Other bids received:  G. W. Van Keppel Company-$64,500.00; Frontier Equipment Sales, L.L.C.-$56,560.00; Kirby-Smith Machinery, Inc.-$72,000.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin rescinding above motion on Bid#2012-16 Detachable Trailer, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving and accepting bid from Irwin Trailer, L.L.C. in the amount of $49,950.00 with a five (5) year lease to be financed through Welch State Bank with an interest rate of 2.87 on Bid#2012-16 Detachable Trailer, Dist#3.  Other bids received:  G. W. Van Keppel Company-$64,500.00; Frontier Equipment Sales, L.L.C.-$56,560.00; Kirby-Smith Machinery, Inc.-$72,000.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
