Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Wednesday, December 28, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 23, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Cheryl Howard, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Laile Wilson, Blackwell; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet). 

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of December 19, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving to give assistance to a local family through financial support for funeral arrangements in the amount of $350.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Director Report:  Sheriff Van Hoesen gave Jody Burd, Kay County Detention Director’s, weekly report noting the current head count of 157, arrested and released over the weekend-33 for the week 81.  Burd also submitted a one year report showing current head count and head count one year ago. 

 

Motion was made by Schieber and seconded by Rowe approving the following Agreements between the BOCC and the following Subscribers for remote terminal capabilities in the Assessor’s Office:  The Ponca City News; Cherokee Strip Credit Union; Lee & Lee Enterprises; Kevin Randall Insurance; RCB Bank; Farm Bureau Insurance; State Farm Insurance, Blackwell; Frontier Siding; State Farm Insurance, Ponca City; McKenzie-Noles Agency.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Schieber and Van Hoesen discussed law enforcement regulations.

 

Motion was made by Schieber and seconded by Rowe approving authorizing Requisitioning (Commissioner Districts #1, 2 & 3), Receiving (Tammy Reese & Patsy Leyva) & Inventory Officers for the Use Tax Account for FY 2011-2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said the floor has been poured on Bridge at Ponca Lake and plans are in place to pour west wings and the start the dirt work.

 

Commissioner Rowe said the engineer is back on bridge.

 

Motion was made by Rowe and seconded by Austin approving Report of Conference for Pony Truss Bridges, Dist #2 & 3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Rowe noting the following November 2011 Kay County Monthly Reports:  Sheriff.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#11, 12-97, Election Board, printer, copier & fax, traded/transferred to Emergency Management; Res#11, 12-98, Election Board, printer, copier & fax, junked; Res#11, 12-99, Election Board, printer, copier & fax, junked; Res#11, 12-100, Court Clerk, receipt voucher printer, return to OCIS.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#11, 12-92, Highway Dist#1-$89,651.89, H3101-97 Hubbard Bridge #105 Road Project FY11/12; Res#11, 12-93, Highway Dist#1-$323.80, culvert pipe; Res#11, 12-94, Highway Dist#3-$2,214.65, sale of aluminum sheet metal and sale of scrap iron; Res#11, 12-95, LEPC-$2,000.00, Hazardous Materials Emergency Preparedness Grant, second payment; Res#11, 12-96, Open Dump Reward-$7.50, November collections.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Supplemental Appropriations, money being added to Kay County General Government Acct.#G2000 (money from Sheriff’s Grant-purchased computers with general government money) reimbursement back into General Government, Misc Recpt#565 dated 12-19-11.    Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway D#1-$89,651.89; Highway D#1-$323.80; Highway D#3-$2,214.65; LEPC Grant-$2,000.00; Open Dump Reward-$7.50; Sheriff’s Service Fee-$12,627.27; Use Tax-$20,530.43.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Transfer of Appropriations:  General Government Maintenance & Operations-$425.00 to Capital Outlay.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Unscheduled public appearances made:  Mary Ramey, Court Clerk, thanked the courthouse employees for their memorial donations to Erica McCammon.  Ramey explained how the memorial has been set up and the distribution process.  Erica McCammon, a former employee in the Court Clerk’s office, funeral will be held at the Faith Tabernacle Church, Ponca City, at 2 p.m.

 

Carol Purdy, Assessor, thanked everyone for their contributions toward the Courthouse Christmas party.
