Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 12, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 9, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Dennis Bonewell, Kay County Emergency Management; Donnie Head, Circuit Engineering District #8; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).  Dee Schieber, Member, absent.

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Austin approving regular meeting minutes of December 5, 2011.  Motion carried:  Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving going out for bid to update the Kay County Hazardous Mitigation Plan to be compliant with State.  Dennis Bonewell, Emergency Management, said a $60,000.00 grant has already been awarded.  Motion carried:  Rowe, aye; Austin, aye.

 

Jail Director Report:  Sheriff Van Hoesen presented the Deputy Directors Report to Director to the BOCC noting the current head count as 152.

 

Motion was made by Rowe and seconded by Austin directing District Attorney Brian Hermanson to contact Eastern Oklahoma Youth Services, Inc. regarding the automatic renewal language in the contract.  Motion carried:  Rowe, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Rowe stated there is a CED meeting in Alva on Tuesday and a State CED meeting in Oklahoma City on Wednesday. 

 

Commissioner Austin said crew is pouring floor on Bridge 227 on “S” Street.

 

Donnie Head, CED#8, discussed upcoming projects in 2014.

 

Motion was made by Rowe and seconded by Austin approving CED#8 Bridge Inspection Invoices and Report of Conference with Dist#1, 2 & 3 and authorizing Chairman Austin to sign for Commissioner Schieber (on Dist#1’s invoices) in his absence.  Dist#1-10 bridges-#2,000.00; Dist#2-9 bridges-$1,780.00; Dist#3-15 bridges-$3,135.00. Motion carried:  Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin noting the following November 2011 Kay County Monthly Reports:  Treasurer; Election Board; Assessor; Court Clerk; County Clerk.  Motion carried:  Rowe, aye; Austin, aye.

 

Motion was made by Austin and seconded by Rowe approving Resolution No. 11, 12-84, Less than 3 Ton Action Plan on Bridge 251A, Dist#2.  Austin said this bridge is located east of Trader’s Bend and there have been two fatalities; he is closing for safety factors and noted there are no plans to build back.  Motion carried:  Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res# 11, 12-85, Assessor, Ford Crown Victoria, transferred back to Sheriff’s Department.  Motion carried:  Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Deposit Funds:  Res#11, 12-83, Public Building Authority-$1,408.84, December 2011 rent.  Motion carried:  Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriations: Treasurer’s Mortgage Certification-$530.00; Assessor-$1,582.20; County Sales Tax-$36,159.39; Public Buildings Authority-$1,408.84.  Motion carried:  Rowe, aye; Austin, aye.
