Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 14, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 10, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Cheryl Howard, Kay County Election Board Secretary; Marvin Brawley, Mehlburger Brawley Engineering; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of November 7, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

No Jail Director Report was given.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said beams to be set on bridge by Ponca Lake, he commented BOCC will be attending ACCO Conference this week.

 

Commissioner Rowe said he is waiting on Engineering on one of his Bridge/Road projects.

 

Commissioner Austin said crew is driving pilings on “S” Street and waiting for concrete to cure on Bender Road. 

 

Motion was made by Schieber and seconded by Rowe approving Resolution No. 11, 12-71, Approving Interlocal Cooperative Agreement for Circuit Engineering District.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Resolution No. 11, 12-72, Designating Official Board Member to CED No. 8.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe noting the following Kay County October 2011 Monthly Reports:  County Clerk; Court Clerk; Election Board; Assessor; Treasurer; County Health.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions for Disposing of Equipment:  Res#11, 12-73, Highway Dist#1, Valk Snow Plow, surplus, donating to City of Newkirk.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#11, 12-66, Highway Dist#1-$11,288.50, BIA Traders Bend Road H3101-91; Res#11, 12-67, Highway Dist#3-$492.00, sale of scrap metals; Res#11, 12-68, Child Abuse Prevention-$183.25, jury service donations; Res#11, 12-69, Public Building Authority-$1,408.84, November 2011 rent; Res#11, 12-70, Highway Dist#1-$58,814.20, H3101-97 Hubbard Bridge #105 Road Project FY11-12.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

Motion was made by Schieber and seconded by Rowe approving the following Transfer of Appropriations:  County Sales Tax Jail Cash Maintenance & Operations-$38,000.00 to JFA Capital Outlay.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.   

 

Unscheduled public appearances:  Commissioner Austin mentioned Senator David Myers funeral would be Tuesday, November 15, 2011, at 2 p.m. in the First Baptist Church in Ponca City.  He will be greatly missed.

 

Motion was made by Rowe and seconded by Schieber approving Payroll with warrants to be released on November 22, 2011, with changes made to the Election Board Secretary Payroll claim removing supplemental amount for the months of July, August, and September 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
