Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 31, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 28, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Jennifer Layton, First Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Undersheriff; Larry Klumpp, OSU Extension; Cheryl Howard, Kay County Election Board; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of October 24, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving Local Emergency Preparedness Grant (LEPC) Requisitioning, Receiving & Inventory Officers for FY2011-2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe naming Tammy Reese, County Clerk to construct the Schedule of Federal Assistant Report and Christy Kennedy, County Treasurer to prepare Financial Statements that are due annually for auditors.

Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said beams are being set on bridge by Ponca Lake tomorrow, originally scheduled for Friday, October 28, 2011.

 

Commissioner Rowe noted 44th Street Project is being moved back, waiting on surveyor and engineer.  He commented Highway 60 by Tonkawa Truck Stop is getting widened; funding is coming from Tonkawa Tribe, half of a mile of Highway 60 and approximately half of a million dollar project.

 

Commissioner Austin said Bridge 227 is torn out and ready for construction company to start building.  He said channel iron is being installed and in preparation to pour floor on Bridge 29A Bender Road.

 

Motion was made by Schieber and seconded by Rowe approving Title Pages for Bois D’Arc Creek Bridge (west of Newkirk) BIA Project No. B0710102 NBI No. 03038.

Motion was made by Rowe and seconded by Schieber approving the following regarding Resurfacing on NS-331 (Waverly Road), Project Number STP-136D(117)C1, State Job Piece Number 22953(04):  Resolution No. 11, 12-59; County Improvements for Roads & Bridges Project Agreement.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Application Form for the 2016 Federal Fiscal Year-Surface Transportation Program, Collector No. 3690C, Dist #2, four miles of Union from Highway 11 to Hubbard.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installation Permits:  Kay County Rural Water Dist#3, install a water line, boring installation, starting point NE4 NE4 S35 T27N R3E ending point SE4 SE4 S26 T27N R3E; Indian Nations Filter Optic, install a telephone line, boring/trenching installation, starting point SW4 SW4 S31 T25N R1W ending point SW4 SW4 S31 T25N R1W.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe noting the following September 2011 Monthly Reports as follows:  Court Clerk; County Health.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Deposit:  Res#11, 12-60, Highway Dist#2-$720.00, sale of scrap metal; Res#11, 12-61, Unclaimed Property-$14.10, sale of unclaimed horse.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$307,547.93, D#1-$102,515.97; D#2-$102,515.98; D#3-$102,515.98; Highway Dist#2-$720.00; Sheriff’s Service Fee-$20,277.20; Unclaimed Property-$14.10.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Transfer of Appropriations:  Highway Dist#3 Maintenance & Operations (M&O)-$6,000.00 to Capital Outlay; LEPC-$1,040.00 to Travel.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.           

 

Unscheduled public appearances:  County Clerk Tammy Reese said six months bids would be mailed out November 10, 2011, and mentioned to all officers to contact the clerk’s office by November 4, 2011, if changes or additions are needed.
