Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, October 11, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 7, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Cheryl Howard, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of October 3, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

There was no Jail Director Report given.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber told BOCC they needed to decide on STP job to apply for.  It was the consensus of the BOCC to apply for four miles of Union from Highway 11 to Hubbard Road an approximate cost of one million dollars.

 

Schieber said he would be attending a meeting in Oklahoma City tomorrow regarding cross town beams; he indicated beams would be delivered to 20 different sites across the state, one site being in Blackwell.

 

Schieber noted crew is working on bridge by Ponca Lake. 

 

Motion was made by Schieber and seconded by Rowe approving and authorizing Chairman Austin to sign Agreement by and between the BOCC and Randy Pittman for remote terminal capabilities in the Assessor’s Office.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber noting the following September 2011 Monthly Reports:  Election Board; Treasurer; Assessor.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Dispose of Equipment:  Res#11, 12-46, Public Health, chair, junked.   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit:  Res#11,12-47 H3101-20 - $375.00 to M & O, Refund from KellPro for camera.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer’s Mortgage Certification-$560.00; Visual Inspection Reimbursement-$2,747.43; Highway District #1 – $375.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Transfer of Appropriations:  Emergency Management Maintenance & Operations (M&O)-$5.91 to County EMA M&O; Sheriff Personal Service-$20,000.00 to M&O; Election Board M&O-$205.42 to General Government M&O; Highway Dist#2 M&O-$215.62 to General Government M&O.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
