Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 3, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 30, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDC); Larry Klumpp, OSU Extension; Cheryl Howard, Kay County Election Board Secretary; Tiffany Davis and Julie Curry, Oklahoma Court Services (OCS); Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of September 26, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Tiffany Davis, OCS, said defendants handed out 600 items of clothing this past month and next their project will be to help clean up outside grounds of Kildare School.

 

Jail Director Report:  Jody Burd, KCDC, reported 158 inmates for the daily count.  He said 30 were booked in and released over the weekend.  He mentioned the possibility of having inmates help at each of the Districts.  Julie Curry said Judge Boyd and District Attorney Brian Hermanson expressed their support.

 

Motion was made by Schieber and seconded by Rowe approving to publish Kay County’s Financial Statement as of June 30, 2011, and Estimate of Needs for all funds for the Fiscal Year ending June 30, 2012.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving reimbursement claim for September 2011 for the Election Board Secretary Salary.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned Governor Mary Fallin will be holding a press conference this morning regarding a bridge improvement plan.  Schieber said he would be meeting with Oklahoma Department of Transportation (ODOT) regarding cross town beams.

 

Commissioner Rowe said the road east of Blackwell and bridge in Tonkawa south of Fountain Road will open and the road work should be completed by Thursday.

 

Commissioner Austin said Bender Road will be closed to replace Bridge 29A East of Prentice Road; crew will be taking out trees and removing the bridge so construction can begin on Wednesday.

 

Motion was made by Schieber and seconded by Rowe approving Resolution 11, 12-44 authorizing Application for Financial Assistance from the Rural Economic Action Plan (REAP) Fund.  Austin said this is for Kildare Fire Department to replace radios.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving going out for bid on a CAT 930H Wheel Loader for Dist#2.  Austin said this bid was for a new wheel loader.   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Rowe approving going out forbid on Design Build Project for Dry Road.  Austin explained the BOCC would be doing this in conjunction with the Justice Facilities Authority. He said it would be 1,075 feet of concrete and would go west of Dist#2 gate with additional parking included.  Austin said it was recommended by two different contractors to hire an Engineer.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving going out to bid for construction on Bridge 227, Dist#2 (bridge on “S” Street).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  the following Resolutions to Dispose of Equipment:  Res#11, 12-45, Highway Dist#3, Larin 5” Multi-Function Vise, junked.   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit:  the following Resolutions to Dispose of Equipment:  Res#11, 12-45, Highway Dist#3, Larin 5” Multi-Function Vise, junked  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway Dist#1-$39,184.07; Highway Dist#3-$1,250.00; Sheriff’s Service Fee-$20,733.16; Sheriff’s Service Fee-$3,290.06; Sheriff’s Training Fee-$3,000.00; Sheriff’s Grant Fund-$13,263.00; County Sales Tax-$40,937.75; County Sales Tax-$456.77; Preservation Fee-$298.26 (lapsed balance FY10/11); Emergency Management-$47.43 (lapsed balance FY10/11); Emergency Management-$151.62 (lapsed balance FY09/10); Emergency Management-$45.37 (lapsed balance FY08/09); Emergency Management-$5.91.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
