Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in special session at 10:00 o’clock a.m. on Tuesday, September 20. 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 16, 2011, at 10:00 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Joint meeting with the Kay County Excise Board Chairman J. C. Estes, Vice-Chairman Joe R. Cary and Member J. B. Smith.


Chairman Steve Austin called the special meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Christy Kennedy, Kay County Treasurer; Steve Kelley, Kay County Undersheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Tammy Reese, Kay County Clerk/Secretary.    


Chairman Austin went over the FY 2011-12 county budget figures and gave his reasoning’s for changes made.


Both boards mainly focused on the salary of the Election Board Secretary.  When a new Election Board Secretary is appointed the state election board sets the salary schedule based on active voters in the county.  Since the number of active voters declined in Kay County, the new Election Board Secretary’s salary was adjusted by the state causing a monthly decrease of $412.13 from the previous secretary who served with a higher number of active voters.


However, Title 26 Section 2-118.C in the Oklahoma Statutes states additional compensation may be payable from county funds to the secretary of the county election board, provided any such additional compensation shall not be considered part of the reimbursement from the state.


Discussion between both boards was whether or not to compensate the new election board secretary with the salary set forth by the state or compensate the salary to match that of the previous secretary.


After much consideration, motion was made by Schieber and seconded by Austin to compensate the election board secretary’s monthly salary payable from county funds in the amount of $412.13 as presented on budget and to approve the FY 2011-12 county budget as presented.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.


There being no other business, motion was made by Schieber and seconded by Rowe to adjourn, 10:53 a.m.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
