Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 19, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 16, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director (KCDC); Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary.  (See sign-in sheet).

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of September 12, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Jail Director Report:  Jody Burd, KCDC, reported 161 inmates for the daily count.  He said he is reviewing specifications for Dry Road.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said he has CED meeting on Wednesday in Alva and reminded BOCC to turn in STP jobs.

 

Commissioner Rowe said bridge is open south of Tonkawa and will shale road this week and road should be opened Wednesday or Thursday.  He reported 44th Street, Braman to Chikaskia will be closing around first of November and will probably be closed until February or March.

 

Commissioner Austin said work will begin on Bridge 29 on Bender Road and crew is fixing damages on roads. 

 

Motion was made by Schieber and seconded by Rowe approving claim for Hubbard Project STP -136D(0117)CO J/P 22953(04) in the amount of $34,000.  Commissioner Schieber said this project is for Rural Water District.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving claim for Hubbard Project STP-136D (0117) CO J/P 22953(04) in the amount of $51,270.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe rescinding motion to approve claim for Hubbard Project STP-136D (0117) CO J/P 22953(04) in the amount of $51,270.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Application for REAP Grant for Town of Kildare (Res#11, 12-36).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving Contract for Bridge over North Lake Ponca County Bridge#09360.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe noting the following August 2011 Monthly Reports:  Treasurer; Court Clerk (Newkirk, Ponca City & Blackwell Offices).    Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the Officer’s Request for Supplemental Appropriations to General Government G2000-35 for sale of 7.89 acres of land-$19,725.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Officer’s Request for Supplemental Appropriations to General Government Sheriff Account GO400, reimbursement from County Sales Tax on unemployment claim Bill Dewey-$3,540.87.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

There were no Resolutions to Deposit. 

 

Motion was made by Schieber and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$332,197.46, D#1-$110,732.49; D#2-$110,732.49; D#3-$110,732.48; CBRI 105C-$39,609.65; County Improvement-$.62; CBRI 105C-$373.94; Highway-$116.35.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Transfer of Appropriations:  Election Board, Maintenance & Operations - $1,000.00 to Travel.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.    

 

Unscheduled public appearances made:  Kay County Treasurer Christy Kennedy congratulated Kay County Clerk Tammy Reese for being elected to the County Officers and Deputies Association Executive Board as Treasurer.  Kennedy said it’s great for Kay County to have representation of this sort.

 

Motion was made by Schieber and seconded by Rowe approving Payroll with change made to Election Board Secretary salary payroll claim changing to what the state pays-$2575.12,  warrants will be released on September 29, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
