Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 8, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 5, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; David Wilkie, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Steve Kelley, Kay County Undersheriff; Jody Burd, Kay County Detention Center Director (KCDCD); Mary Ramey, Kay County Court Clerk; Cheryl Howard, Kay County Election Board; Larry Klumpp, OSU Extension; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary. 

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of August 1, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Tiffany Davis, Oklahoma Court Services, said defendants worked at Washington Elementary School building picking up trash and painting.  She said eventually the building is to be used as a non-profit center.  Ms. Davis mentioned another project was cleaning up the area around Choices.  She alleged this month was Impact Month initiating a clothing drive and canned food. 

 

Motion was made by Schieber and seconded by Rowe approving Contract for Supervision of Community Service.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving reimbursement claim from State on Election Board Secretary Salary for the month of July 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Issues:  KCDCD Jody Burd reported the daily inmate count as 158 and mentioned 80 were arrested and released through the week and 33 in and out over the weekend. 

 

Motion was made by Rowe and seconded by Schieber approving going out for bid on generator at the old jail.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said he has been attending several meetings regarding Cross Town Beams.  He said he met with Gary Ridley, Oklahoma Department of Transportation (ODOT), and hope to answers soon.  Schieber mentioned beams for three CED Districts should be out in February 2012 and completed in May 2012.

 

Commissioner Rowe said Bridge on 44th Street was opened today and construction on that street will take place in future.  He noted Bridge north of Blackwell and two in Tonkawa were closed.

 

No action was taken on going out for bid for a Vibratory Driver/Extractor. 

 

Motion was made by Schieber and seconded by Rowe approving the following Kay County July 2011 Monthly Reports:  Treasurer; County Health; County Clerk; Election Board.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Resolution Number 11, 12-27, directing Treasurer to transfer back tax collections in the amount of $3.25.    Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Dispose of Equipment:  Res#11, 12-25, Assessor’s Office, printer, junked.

Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$58.77 – D#1-$19.59; D#2-$19.59; D#3-$19.59; CBRI 105C-$6,106.38; Preservation Fee-$5,555.00; County Clerk Lien Fee-$4,820.00; County Sales Tax-$36,385.00; Treasurer’s Mortgage Certification-$425.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Transfer of Appropriations:  Assessor Personal Services-$3,042.00 to Maintenance & Operations (M&O).  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Unscheduled public appearances made:  Chairman Austin informed those in attendance District No. 2 would be closed tomorrow to attend a funeral service for a Dist#2 employee’s father.
