Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 11. 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 8, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Carol Purdy, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Larry Klumpp, OSU Extension Office; Cheryl Howard, Kay County Election Board; Jody Burd, Kay County Detention Center Director; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary. 

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of July 5, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving Contract by and between the Kay County Health Department and Anco Services, Inc.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving Reimbursement for Kay County Election Board Secretary June 2011 monthly salary.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Issues:  Director Jody Burd said 57 were arrested over the weekend down considerably from prior weekend of 115 arrests.  He mentioned the State Jail Inspector would be coming this week for the yearly testing on training for jailers.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Rowe commented the Bridge on 44th Street is near complete and he hopes to be able to open the road in three weeks.

 

Motion was made by Schieber and seconded by Rowe approving County Officers & Deputies Association Annual Membership dues in the amount of $627.00.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving selling approximately 7.75 acres of the jail land, getting land surveyed and appraised.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Kellpro License Agreements:  County Clerk; District #2.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Requisitioning, Receiving & Inventory Agents as designated on form for County Health and District Attorney.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following June 2011 Monthly Reports:  Treasurer; County Clerk; Election Board.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#11, 12-13, Assessor’s Office, IBM monitor, junked; Res#11, 12-14, Election Board, transferring equipment to Emergency Management.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

No action was taken on the following Resolutions to Dispose of Equipment:  Res#11, 12-11, Sheriff Department, 2006 Ford Crown Vic, junked and Res#11, 12-12, Sheriff Department, 2005 Ford Crown Vic, junked. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer-$365.00; Highway-$56.18, D#1-$18.73; D#2-$18.73; D#3-$18.72; Preservation Fee-$5,325.00; County Clerk Lien Fee-$6,297.50.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

There was no Transfer of Appropriations to act upon.

Motion was made by Austin and seconded by Schieber accepting only bid received on Bid #2100-45 Janitorial Services for the DHS Building from Jacky Bagg at $550.00 per month on inside and $250.00 per month on outside.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.
