Kay Count Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in special session at 1:30 o’clock p.m. on Friday, July 1. 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 29, 2011, at 1:00 p.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

This special meeting was a joint meeting with the Kay County Excise Board.

 

Commissioner Dee Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension Office; Tammy Reese, Kay County Clerk/Secretary.  Steve Austin, Chairman, absent. 

 

Motion was made by Rowe and seconded by Schieber approving Temporary Appropriations for FY2011-2012.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation on Lapse Balances FY 2010-2011:  V I Reimbursement-$93,970.48; Mortgage Certification-$39,504.91; Highway-$406,470.50; Child Abuse Prevention-$7,533.06; County Improvement-$4,116.59; County Sales Tax Fund-$257,199.49; CSSP-$15,130.72; Drug Court-$15,918.08; JAIBG Trash Cop-$3,014.94; LEPC Grant-$6,149.41; County Clerk Lien Fee-$38,522.45; Open Dump-$3,286.87; PBA-$61,928.54; PBA-Health-$217,244.05; Preservation Fee-$65,402.95; Sheriff’s Commissary-$1,231.62; Sheriff’s Jail-$15,813.73; Sheriff Service Fee Courthouse Security-$71,007.30; Sheriff’s Service Fee-$47,279.26; Sheriff Training-$355.33;  CBRI 105C-$598,664.96.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions for FY 2011-2012:  Res#11, 12-1, Newkirk Herald being designated as the legal newspaper for publishing all legal notices and publications of Kay County; Res#11, 12-2, Renewing All Lease-Purchase Agreements; Res#11, 12-3, Workers’ Compensation Premiums; Res#11, 12-4, Tort Liability and Automobile Insurance Premiums; Res#11, 12-5, Insurance Premiums; Res#11, 12-6, Court Fund Salaries; es#11, 12-7, Overtime Work for City/School Elections; Res#11, 12-8, Resale Fund Salaries; Res#11, 12-9, County Sales Tax/ Justice Facilities Authority (JFA) Transactions; Res#11, 12-10, Drug Court Transactions.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving and authorizing Requisitioning, Receiving & Inventory officers on the General Fund & Cash Accounts.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Financial Statement Resale Property Fund, June 30, 2011.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Blanket Purchase Orders.  Motion carried:  Schieber, aye; Rowe, aye. 

 

There being no other business, motion was made by Rowe and seconded by Schieber to adjourn, 2:48 p.m.  Motion carried:  Schieber, aye; Rowe, aye.
