The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 25, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 21, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Carol Kellum, Kay County Election Board Secretary; Cheryl Howard, Kay County Election Board; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary. 

 

Chairman Steve Austin led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of April 18, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving special meeting minutes of April 20, 2011.  Motion carried:  Schieber, aye; Rowe, abstained; Austin, aye.

 

No presentation was made by Tiffany Davis, Oklahoma Court Services, presenting number of community service hour’s defendants are working and illustration of projects.

 

Jail Issues:  Sheriff Van Hoesen reported daily inmate count of 144.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned state wide meeting in Oklahoma City to vote on District #4 regarding a five year plan and said he would like Commissioners Austin and Rowe to attend.  Schieber said CED meeting would be held in Alva on Wednesday.

 

Commissioner Rowe said asphalt work was ready to begin on “O” Street and said he hoped the street would be opened in 10-14 days.  He said he had a Pony Truss Bridge that would be closed on Main Street between Adobe and Brake Road.

 

Commissioner Austin said the project on Bear Creek Road has been postponed due to the rain; the detour route was way too muddy.  He said work would begin next Monday and the road will be closed approximately seven to eight days.

 

Motion was made by Schieber and seconded by Rowe approving Pottawatomie County Regional Juvenile Detention Center “Glen Dale Carter Hall” $30 per day per child.    Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Acknowledgment of Lease Assignment to Security National Bank on equipment leases signed with Cummins Equipment, Bid#2011-22 Used Semi Trucks, Dist#3.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving Application for Permit Line Installation on County Right-of-Way, Permit #11-12 to excavate by boring beneath and crossing intersection located at intersection of Fountain Road and “T” Street in NW-SE direction connecting Section 10 & 14-T25N-R1E, Dist#1.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving a correction to Resolution #10, 11-100 approved January 10, 2011, to Dispose of Equipment, need to take 1988 1-ton Fleetside light duty truck with Serial#1GCGC34K7JE183503 off surplus on above mentioned Resolution, Dist#3.   Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

 

Motion was made by Schieber and seconded by Rowe approving the following March 2011 Kay County Monthly Reports:  Sheriff.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#10, 11-162, Court Clerk, HP Hard Drive, returning to OCIS/AOC; Res#10, 11-169, Highway Dist#3, 1989 Chevrolet 1-ton dual wheeled truck, Serial#1GBHR34NXKJ115044, sold, surplus at the CED Equipment Auction in Elk City.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit:  Res#10, 11-164, Highway Dist#1-$141,447.78, H3101-94 Washunga Bay Overlay Project FY10-11; Res#10, 11-165, Highway Dist#1-$33,626.00, auction proceeds of county surplus; Res#10, 11-166, Highway Dist#1-$50,000.00, Ridgevale Road Repair, H3101-96; Res#10, 11-167, Highway Dist#1-$500.00 Road crossing excavation boring beneath intersection of Fountain Rd & “T” Street, Dist#1.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway-$387,669.82; D#1-$129,223.28, D#2-$129,223.27, D#3-$129,223.27; Highway D#1-$141,447.78; Highway D#1-$33,626.00; Highway D#1-$50,000.00; Highway D#1-$500.00; Highway D#1-$26.25; CBRI 105C-$333.63; County Improvement-$0.87; Drug Court-$16,315.84.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Transfer of Appropriations:  Data Processing Maintenance & Operations (M&O)-$335.00 to Capital Outlay; General Government M&O-$335.00 to Capital Outlay; JFA M&O-$18,000.00 to Personal Services.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.  

 

No action was taken on Transfer of Appropriation on CBRI-$14,000.00 to Highway D#1 Maintenance & Operations (M&O).
