Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 21, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 18, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Steve Austin called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Carol Kellum, Kay County Election Board Secretary; Everette Van Hoesen, Kay County Sheriff; Harold Hughes, Assistant Kay County Jail Director; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary. 

 

Chairman Austin led the Flag Salute.

 

Motion was made by Schieber and seconded by Rowe approving regular meeting minutes of March 14, 2011.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving Chairman Austin to sign Oklahoma Juvenile Affairs Claim for December 2010 in the amount of $5,851.04.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye.

 

Jail Issues:  Assistant Jail Director Harold Hughes reported 143 on the daily inmate count.  He also mentioned new software system for jail management and its uses.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said State CED meeting will be held in Oklahoma City on Wednesday.  He said he is doing as much overlaying of asphalt as possible because of price increase.  Austin and Schieber reported working together to finish work on Traders Bend Road.  Rowe said he sent in paperwork on “O” Street. 

 

Motion was made by Rowe and seconded by Schieber approving appointment of Ross Hiatt to the Floodplain Board.  Rowe said appointment was made by the NRCS.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving following January 2011 Kay County Monthly Reports:  County Health.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following February 2011 Kay County Monthly Reports:  Court Clerk – Blackwell, Newkirk, Ponca City offices; Treasurer Trust; County Health.  Motion Carried:  Schieber, aye; Rowe, aye, Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Dispose of Equipment: Res#10, 11-135, Court Clerk, Computer HP 7100, sent back to OCIS; Res#10, 11-136, Court Clerk, Computer HP 7100, sent back to OCIS; Res#10, 11-137, Public Health, Fax machine.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye. 

 

Motion was made by Schieber and seconded by Rowe approving the following Resolutions to Deposit:  Res#10, 11-133, Highway Dist#3-$2,938.65, sale of scrap metal; Res#10, 11-134, Highway Dist#2-$1,054.80, sale of scrap metal.  Motion carried:  Schieber, aye; Rowe, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway Dist#3-$2,938.65; Highway Dist#2-$1,054.80; Highway Dist#1-184.25; CBRI 105C-$288.66; County Sales Tax-$1,991.05; County Sales Tax-$10,949.88.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye. 

Motion was made by Schieber and seconded by Rowe approving the following Transfer of Appropriations:   County Sales Tax Personal Service-$6,500.00 to Part time; General Government Maintenance & Operations (M&O)-$9,445.00 to Election Board Personal Services; Health Department M&O-$503.24 to Travel.  Motion carried:  Schieber, aye; Rowe, aye, Austin, aye.
