Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 7, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 4, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Commissioner Dee Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Member; Tyson Rowe, Member; Jennifer Layton, Assistant District Attorney (DA); Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Jody Burd, Kay County Detention Center Director; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Patsy Leyva, Deputy Kay County Clerk/Secretary; Steve Austin, absent (see sign in sheet). 

 

Commissioner Schieber led the Flag Salute.

 

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of February 28, 2011.  Motion carried:  Schieber, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Schieber to recess Board of County Commissioners and enter into a special meeting of the Kay County Home Finance Authority.  Motion carried:  Schieber, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Schieber to reconvene into regular meeting of Board of County Commissioners at 9:08 a.m.

 

Jail Issues:  Jody Burd, Kay County Detention Center Director, gave the daily inmate count of 136 and thanked all officers and officials for their support in the transition of his position and noted that there was nothing else to report.

 

Board noted the receipt of 2010 Mineral Interest Report which will be on file in the Kay County Clerk’s Office for public viewing.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned that he and Commissioner Rowe would be attending the upcoming Federal Highway meeting in Stillwater and the CED meeting to be held in Enid on Wednesday and that on Thursday they would be going to Elk City to attend the Auction to be held March 11 and 12, 2011.

 

Motion was made by Schieber and seconded by Rowe to go out for bid to sell a 1982 Chevrolet one-ton welding truck for District #1.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Resolution #10,11-128, a funding agreement between Kay County and the Oklahoma Department of Transportation outlining the counties and states responsibilities for resurfacing North/South 331 (Waverly Road) from east west 19.5 extend north 1 ˝ miles.   Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber approving Road Crossing Permit #11-6 Blackwell Wind Farm, LLC – underground electrical lines:  1. SE4 30-28-2W crossing or parallel to W. Dry Rd to NE4 31-28-2W; 2. NE4 31-28-2W crossing or parallel to N 140th St. to NW4 32-28-2W; 3. NE4 32-28-2W crossing or parallel to S 124th St. to NW4 33-28-2W; 4. SE4 33-28-2W crossing or parallel to W Canteen Rd to NE4 4-27-2W; 5. NE4 4-27-2W crossing or parallel to S 108th St. to NW4 3-27-2W; 6. Motion was made by Rowe and seconded by Schieber authorizing acknowledgment of lease assignment for Bid#2011-16.  Motion carried:  Schieber, aye; Rowe, aye. 

 

Motion was made by Rowe and seconded by Schieber noting the January 2011 Kay County Monthly Reports for County Election and Sheriff General.  Motion carried:  Schieber, aye, Rowe, aye.

 

Motion was made by Rowe and seconded by Schieber noting the February 2011 Kay County Monthly Report for Treasurer’s Fee.  Motion Carried:  Schieber, aye; Rowe, aye.

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Deposit:  Res#10, 11-123, Highway Dist#1-$5,742.40, sale of scrap metals; Res#10, 11-124, Highway Dist#1-$151.28, FEMA reimbursement; Res#10, 11-125, Highway-$51,628.68, FEMA reimbursement (Dist#1-$11,130.76, Dist#2-$1,062.61, Dist#3-$39,435.31); Res#10, 11-126, Highway Dist#1-$7,002.20, sale of scrap metals; Res#10, 11-127, Highway Dist#1-$1,536.00, overpayment lease purchase.  Motion carried:  Schieber, aye; Rowe, aye.

Motion was made by Schieber and seconded by Rowe accepting bid from River Ridge Construction of Newkirk for $12,800.00 on Bid#2011-18 Bridge Work; accepted  G&C Concrete Co of Blackwell for Class “A” concrete $91.00 per cubic yard (15 mile radius plant)/Class “A” concrete $93.00 per cubic yard (county wide) Class “AA” concrete $98.00/$100.00 per cubic yard, PC Concrete of Ponca City for Class “A” concrete $89.00/$94.00 per cubic yard, Class “AA” concrete $92.00/$97.00 per cubic yard and Mid-Continent Concrete of Tulsa for Class “A” concrete $89.00/$89.00, Class “AA” concrete $93.00/$93.00 per cubic yard on Bid#2011-19 Concrete, this bid will be effective until June 30, 2011.  Motion carried:  Schieber, aye; Rowe, aye.
