The Board of County Commissioners (BOCC) of
Kay County, Oklahoma, met in regular session at
Commissioner Dee Schieber called the
meeting to order. Those present were as
follows: Dee Schieber, Member; Tyson
Rowe, Member; Jennifer Layton, Assistant District Attorney (DA); Mary Ramey,
Kay County Court Clerk; Carol Purdy, Kay County Assessor; Jody Burd, Kay County
Detention Center Director; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald
Journal; Sharon Rowen, Ponca City News; Patsy Leyva, Deputy Kay County
Clerk/Secretary; Steve Austin, absent (see sign in sheet).
Commissioner Schieber led the Flag Salute.
Motion was
made by Rowe and seconded by Schieber approving regular meeting minutes of

Motion was
made by Rowe and seconded by Schieber to reconvene into regular meeting of

Jail Issues: Jody Burd, Kay County Detention Center Director,
gave the daily inmate count of 136 and thanked all officers and officials for
their support in the transition of his position and noted that there was
nothing else to report.
Board noted
the receipt of 2010 Mineral Interest Report which will be on file in the Kay
County Clerk’s Office for public viewing.
Roads and
Bridge Projects, Circuit Engineering District (
Motion was
made by Schieber and seconded by Rowe to go out for bid to sell a 1982
Chevrolet one-ton welding truck for District #1. Motion carried: Schieber, aye; Rowe, aye.
Motion was
made by Rowe and seconded by Schieber approving Resolution #10,11-128, a
funding agreement between Kay County and the Oklahoma Department of
Transportation outlining the counties and states responsibilities for
resurfacing North/South 331 (Waverly Road) from east west 19.5 extend north 1 ˝
miles. Motion carried: Schieber, aye; Rowe, aye.
