The Board of County Commissioners (BOCC) of
Kay County, Oklahoma, met in regular session at
Chairman Steve Austin called the meeting to
order. Those present were as follows: Dee Schieber, Member; Tyson Rowe, Member; Kristin
Monroe, Assistant District Attorney (ADA); Christy Kennedy, Kay County
Treasurer; Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County
Undersheriff; Jody Burd, Kay County Detention Center Director; Larry Klumpp,
Kay County Extension Agent; Dennis Bonewell, Kay County Emergency Management; Tammy
Reese, Kay County Clerk/Secretary (see sign in sheet).
Chairman Austin led the Flag Salute.

made regarding HB 1888 Rural Ambulance Service.
Bryce Kennedy, Attorney for City of
Kennedy
introduced
Mark Skiles,
Blackwell City Manager, said if the county will not help with these funding
issues it will force cities to downsize services. Styles said over the past few years Blackwell
has suffered around $200,000 to $300,000 in losses and are working with fewer
staff.

Stephenson, City Manager in
Commissioner
Steve Austin said those interested could attend next week’s BOCC meeting in
order to try and come up with a workable solution.
Jail Issues: Jody Burd, Kay County Detention Center
Director, gave the daily inmate count of 152 and he introduced newly hired,
Harold Hughes, Deputy Director.
Sheriff Issues: Undersheriff Steve Kelley presented a January
2011 Monthly Activity Report to BOCC.
Kelley reported number of crimes, calls received, and transport
miles. He said a total of 103 cases were
worked for the month.
Roads and
Bridge Projects, Circuit Engineering District (

Concrete on the six month bid list. Motion

Commissioner Rowe said the purpose for this form was to have
consistency. Commissioner Austin mentioned
new and higher costs involved.
