Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 14, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on February 11, 2011, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Steve Austin called the meeting to order. Those present were as follows: Dee Schieber, Member; Tyson Rowe, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Jody Burd, Kay County Detention Center Director; Carol Kellum, Kay County Election Board Secretary; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

Chairman Austin led the Flag Salute.

Motion was made by Rowe and seconded by Schieber approving regular meeting minutes of February 7, 2011. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.

Jail Issues: Sheriff Van Hoesen introduced Jody Burd, the newly hired Director for the Kay County Detention Center (KCDC). Van Hoesen made compliments regarding the new Director.

Jody Burd, KCDC, reported the daily inmate count of 140. Burd said he has been holding staffing meetings and stated employees have a positive attitude.

Sheriff Issues: No issues were discussed.

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8: Commissioner Schieber said the CED meeting was being held on Tuesday this week. Schieber praised his employees noting they worked 10-12 hours a day during the recent winter storms. Commissioner Austin and Rowe reiterated.

Motion was made by Austin and seconded by Rowe approving Report of Conference between Bridge Owner and Bridge Inspection Consultant. Commissioner Austin said Donnie Head, CED, made bridge inspections on five bridges in Dist#2. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.

Motion was made by Rowe and seconded by Schieber approving CED#8 Pony Truss Replacement Fund Materials Request on Bridge over Thompson Creek. Commissioner Rowe said he is applying for funding from CED. Austin said CED had money to fund possibly two or three bridges for material only. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.

No action was taken on Officer’s Request for Supplemental Appropriations EMA General, Emergency Performance Grant, 1^st qtr, October 1, 2010 to December 31, 2010, $4,031.75. Austin said this money is a reimbursement from the state and money should be deposited into the General Government Account.

Motion was made by Schieber and seconded by Rowe approving the following January 2011 Kay County Monthly Reports: County Health Department. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Deposit: Res#10, 11-114 – ACCO – SIG – Reimbursement damages to D#3 truck from accident of 1/27/11 - $4,784.23; Res#10, 11-115 – Oklahoma Cooperative CED, ETR Fund - $150,000.00; Res#10, 11-116 – State of Oklahoma, Department of Human Services - $1,408.84. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.

Motion was made by Schieber and seconded by Rowe approving the following Cash Fund Estimate of Needs and Request for Appropriation: Highway - $4,784.23; Highway - $150,000.00; PBA - $1,408.84. Motion carried: Schieber, aye; Rowe, aye, Austin, aye.

There were no unscheduled public appearances.

Motion was made by Schieber and seconded by Rowe approving Payroll Claims payable 2/25/11. Motion carried: Schieber, aye; Rowe, aye, Austin, aye.

Motion was made by Rowe and seconded by Schieber approving Blanket Purchase Order Claims. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.
