Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 6, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 3, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Steve Austin, Member; Mark Gibson, District Attorney (DA); Mary Ramey, Kay County Court Clerk; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension Office; Dennis Bonewell, Kay County Emergency Management; Bruce Robinson, Justice Facilities Authority (JFA) Chairman; Darrel Grossardt, JFA Member; Jeff Buechler, JFA Jail Administrator; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  Laile Wilson, Member, absent.

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of November 29, 2010.  Motion carried:  Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber accepting resignation letter from Susan Henning, Floodplain Board.  Dennis Bonewell, Emergency Management, said Henning resigned because of moving out of county; Bonewell told BOCC the requirements of appointing a replacement.  Motion carried:  Schieber, aye; Austin, aye.

 

Jail Issues:  Jeff Buechler, Jail Administrator, reported the daily inmate count showing 127.  Buechler stated the following:  Progress was being made regarding the substantial completion date; discussed training; 94% of the supplies are in; camera’s in place; mentioned medical contract; AFIS live scan machine not ready; a tentative date has been made to move inmates into new facility.  Buechler said he has spoken with Undersheriff Steve Kelley in regards to moving inmates into new facility.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber said he has been nominated as President to the State CED Board.  He noted open house for the new CED building in Alva has been set for December 22, 2010.  Schieber said asphalt was being laid on three miles of Traders Bend today.

 

Motion was made by Austin and seconded by Schieber establishing Regular Meeting dates for Calendar Year 2011 for the BOCC.   Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber designating dates as Holidays for the Calendar Year 2011 and Kay County offices will be closed accordingly.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving Title Pages Plan of Proposed County Roads:  Ponca Tribe and Tonkawa Tribe; Title Page Plan of Proposed County Road for Kaw Tribe.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving reimbursement for Election Board Secretary salary for the month of November 2010.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit:  Res#10, 11-80, Highway Dist#1-$50,343.84, BIA reimbursement-$7,143.84, H3101-78 “S” Street, Project FY10-11; BIA reimbursement-$43,200.00, H3101-79 LA Cann North Rd. Project FY10-11; Res#10, 11-81, Open Dump Reward-$30.00, October Monthly report of reward fees.  Motion carried:  Schieber, aye; Austin, aye. 

 

 

Motion was made by Austin and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:   Highway Dist#1-$50,343.84; Open Dump Reward-$30.00; Preservation Fee-$4,925.00; County Clerk Lien Fee-$5,566.25; Sheriff’s Service Fee-$21,036.78; Sheriff’s Service Fee-$1,601.50.  Motion carried:  Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Transfer of Appropriations:  Sales Tax Maintenance & Operations (M&O)-$5,600.00 to Sales Tax Capital Outlay; Sheriff Jail M&O-$4,000.00 to Contract; CBRI to District#2 Maintenance & Operations-$9,390.00 for Reimbursement of Engineering fees (Chilocco Creek Bridge).  Motion carried:  Schieber, aye; Austin, aye.

 

There were no Unscheduled Public Appearances made.
