Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 29, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 24, 2010, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order.  Those present were as follows:  Laile Wilson, Member; Steve Austin, Member; Mark Gibson, District Attorney (DA); Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension Office; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Chairman Schieber led the Flag Salute.

 

Motion was made by Austin and seconded by Wilson approving regular meeting minutes of November 22, 2010.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Roads and Bridge Projects, Circuit Engineering District (CED) No. 8:  Commissioner Schieber mentioned fly ash being laid on the third mile of Trader’s Bend Road and continue to haul dirt and rock. 

 

No action was taken Title Pages Plan of Proposed County Roads:  Ponca and Tonkawa Tribes.

 

Motion was made by Wilson and seconded by Austin approving the following Kay County Monthly Reports for October 2010:  Court Clerk – Newkirk, Ponca City & Blackwell Offices.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Wilson approving the following Resolutions to Deposit:  Res#10, 11-77, Highway Dist#1-$193,772.25, BIA Reimbursement - H3101-93 Fountain Rd Phase II Fy10/11; Res#10, 11-78, Highway Dist#1-$13,118.00, NODA Reimbursement - REAP FY10 Contract KA 10-7; Res#10, 11-79, Highway Dist#1-$160.00, Kaw Nation Reimbursement - Telspar Post.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

Motion was made by Wilson and seconded by Austin approving the following Cash Fund Estimate of Needs and Request for Appropriation:   Highway Dist#1, 2, 3 (corrected from Agenda that read Dist#1)-$279,560.31; Highway Dist#1-$193,772.25; Highway Dist#1-$13,118.00; Highway Dist#1-$160.00.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye. 

 

There were no Unscheduled Public Appearances made.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 123 (no paper report). 

 

Sheriff Office Issues:  Van Hoesen and Commissioner Schieber discussed an issue with cattle being out.

 

Motion was made by Austin and seconded by Wilson approving Blanket Purchase Order Claims.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.

 

Motion was made by Wilson and seconded by Austin approving Maintenance & Operation Claims.  Motion carried:  Schieber, aye; Wilson, aye; Austin, aye.
